TF5 : PROMOTING APPROPRIATE DECISION-MAKING PROCEDURES FOR NEW DAMS, PARTICULARLY FOR IRRIGATION, DRAINAGE AND FLOOD MANAGEMENT

Terms of Reference (ToR) :

  1. To collect information on preparatory work undertaken for decision-making procedures and the presently followed procedures, primarily in ICID member countries, where substantial development through dams and reservoirs is expected in near future.
  2. To analyse the collected information and attempt general guidelines/proposals where necessary, with the help of related work-bodies of ICID.
  3. To liaise with ICOLD, IHA and IWRA wherever necessary.
  4. To keep in touch with Task Force 1, providing overarching role towards 3rd WWF
  5. To report to PCTA, PCSPOA and IEC.
  6. Any other activities, the TF considers necessary to carry out the assignment.

TF-EIF : SUGGESTING EFFECTIVE MECHANISM FOR FARMERS' INVOLVEMENT IN ICID ACTIVITIES

Terms of Reference (ToR)

  1. To consider representation of farmers/farmers' associations in ICID Workbodies and National Committees.
  2. To consider promotion of signing of Memorandum of Understanding between ICID and international farming organizations, regional farmers organization, national farming organizations and concerned ICID regional groups.
  3. To identify and study issues from a farmer's perspective, which are not covered presently under ICID workbody mandates.
  4. Collate and share farmers' practical experiences on best practices in irrigation and drainage and marketing their produce.
  5. To develop mechanisms for farmers' association and involvement with ICID activities, including in annual IEC's for local farmers.
  6. To study the implication of pricing of water farm subsidies, WTO and other institutional issues that have the potential impact on irrigation farmers.

TF-POVERTY :TASK FORCE ON THE ROLE OF IRRIGATION IN POVERTY ALLEVIATION AND LIVELIHOODS

Terms of Reference (ToR)

Preamble: The idea of establishing the ICID Task Force on the “Role of Irrigation in Poverty Alleviation and Livelihoods” (TF-POVERTY) was emanated during the International Workshop on the “Role of Irrigation in Poverty Alleviation and Livelihoods” held on the sidelines of the 58th IEC meeting at Sacramento, USA in
October 2007. The purpose of the TF was to prepare an ICID position towards participating in the consortium preparing WWF5’s topic on “Water and agriculture for ending poverty and hunger”. The duration of the TF was for two years and was to be concluded its activities at the 60th IEC by drawing lessons from the process of knowledge sharing and from WWF5 itself.

At the 1st meeting of the TF held at Lahore in October 2008, the TF mooted a proposal for conversion of the Task Force into a regular Workbody (in view of the ICID’s key role to contribute to the poverty alleviation and improvement of livelihoods in developing countries) which was supported by PCTA and approved by the 59th IEC. Accordingly, a notification informing conversion of the Task Force (TF-POVERTY) into Working Group (WG-POVERTY) was circulated by the Central Office ICID among members and all National Committees. National Committees were also informed that the maiden meeting of the Working Group will be held at the time of 60th IEC meeting at New Delhi.
