Terms of Reference (ToR)

• To liaise with 5th WWF Program Committee and other International Bodies.
• To provide overarching lead role on behalf of ICID for inputs to 5th WWF by liaising with -
  • National Committees for inputs to the themes and sub-themes of the 5th WWF, of direct relevance to ICID.
  • Coordinating with Workbodies on specific subjects related with 5th WWF.
• To liaise with Turkish National Committee (TUCID) for preparatory work of 5th WWF.
• To coordinate joint contributions with other water-related International Organizations.
• To suggest ICID inputs for 5th WWF for consideration in IEC.

Terms of Reference (ToR)

• To collect the relevant information on existing and projected inter-basin water transfers for irrigation, drainage and flood management;

TF3 : DEVELOPING POSITION PAPER ON SOCIO-ECONOMIC SUSTAINABILITY OF SERVICES PROVIDED BY IRRIGATION, DRAINAGE AND FLOOD CONTROL SCHEMES IN WATER RESOURCES SECTOR

Terms of Reference (ToR)

• Define the concept of "socio-economic sustainability of services (SESS)" in light of definition of key words related to the service (stakeholders, actors, cost, price, balance, etc.) and the socio-economy (value of water, farmers' income, poverty alleviation, external benefits, etc.) and examination of the necessity and desirability of the concept of "cost recovery" for providing the irrigation and drainage.
• Review of existing practices and norms for determining water prices and for deciding guidelines for recovery of O&M costs and for subsidy allocation in different countries. It will take into account different types of institutional organizations for services like individual pumping schemes, Water Users Association (WUA), managing small systems, private or state managed large systems with or without participatory approach.
• Examination of viable policy options for making the services sustainable, taking into consideration technical constraints, socio-economic status, landholdings, cost of inputs, food security requirements for developed, less developed and least developed countries.
• Review and recommend socio-economic sustainability aspects as reflected in ICID Strategy for Implementation of Sector Vision of WFFRD. viz. basin planning for Integrated Water Resources Development and Management (IWRDM), financing IWRDM, modernisation, rehabilitation and replacement, and equity, efficiency and economy in the services provided for the sustainable IWRDM.
• Review various approaches followed by other international organistations regarding second principle of 2nd World Water Forum (WWF) about the 'full cost pricing', WFFRD Vision, GWP study on cost recovery or regional studies like European Directive on Water, Asian, African and American approaches.
• To enable dealing with these ToR, the Task Force will interact with other international organisations like World Bank, FAO, IWMI, IPTRID, etc.

TF4 : BENCHMARKING OF IRRIGATION AND DRAINAGE PROJECTS

The TF4 was concluded at the Moscow meeting held in September 2004. Further activities of the TF were takenover by the WG-DMIS.

Terms of Reference (ToR)

The main aims of the task force were :

• To promote the participation of irrigation and drainage organizations in ICID member countries in the benchmarking programme.
• To provide support to National Committees for the implementation and monitoring of the benchmarking program undertaken by the country's partner organisations.
• To provide support and liaise with the IPTRID Secretariat for the implementation of the benchmarking initiative.

TF5 : PROMOTING APPROPRIATE DECISION-MAKING PROCEDURES FOR NEW DAMS, PARTICULARLY FOR IRRIGATION, DRAINAGE AND FLOOD MANAGEMENT

Terms of Reference (ToR) :

1. To collect information on preparatory work undertaken for decision-making procedures and the presently followed procedures, primarily in ICID member countries, where substantial development through dams and reservoirs is expected in near future.
2. To analyse the collected information and attempt general guidelines/proposals where necessary, with the help of related work-bodies of ICID.
3. To liaise with ICOLD, IHA and IWRA wherever necessary.

TF-POVERTY :TASK FORCE ON THE ROLE OF IRRIGATION IN POVERTY ALLEVIATION AND LIVELIHOODS

Terms of Reference (ToR)

• Synthesize our specific knowledge and experience from the irrigation sector –"clean our house first"–, to design pro-poor actions in a wider understanding of irrigation, i.e. from full-irrigation to supplementary irrigation along the whole rainfed-irrigated continuum (aka agriculture water management).
• Looking for technical solutions that work, within a clearly defined socio-economic context, so that it can be mobilized on a case specific approach.
• Multiple-use irrigation systems could be emphasized as a specific approach to alleviate poverty in this context.

Preamble: The idea of establishing the ICID Task Force on the “Role of Irrigation in Poverty Alleviation and Livelihoods” (TF-POVERTY) was emanated during the International Workshop on the “Role of Irrigation in Poverty Alleviation and Livelihoods” held on the sidelines of the 58th IEC meeting at Sacramento, USA in
October 2007. The purpose of the TF was to prepare an ICID position towards participating in the consortium preparing WWF5’s topic on “Water and agriculture for ending poverty and hunger”. The duration of the TF was for two years and was to be concluded its activities at the 60th IEC by drawing lessons from the process of knowledge sharing and from WWF5 itself.

At the 1st meeting of the TF held at Lahore in October 2008, the TF mooted a proposal for conversion of the Task Force into a regular Workbody (in view of the ICID’s key role to contribute to the poverty alleviation and improvement of livelihoods in developing countries) which was supported by PCTA and approved by the 59th IEC. Accordingly, a notification informing conversion of the Task Force (TF-POVERTY) into Working Group (WG-POVERTY) was circulated by the Central Office ICID among members and all National Committees. National Committees were also informed that the maiden meeting of the Working Group will be held at the time of 60th IEC meeting at New Delhi.
