ICID, under its policy to extend its knowledge dissemination wider is initiating Webinar Services for its members and wider irrigation and drainage community in general. This is the Fourth Webinar being given under “ICID Webinar Services”. ICID has invited Dr. Robina Wahaj, Land and Water Officer of the Land and Water Division of the Food and Agriculture Organization of the United Nations (FAO), a specialist in irrigation and water engineering to speak on this important topic.


Irrigation modernization is often misunderstood and associated exclusively with infrastructure, particularly canal lining; and/or costly automation. However, modern irrigation management is essentially concerned with responding to the needs of current users with the best use of the available resources and technologies as well as a sense of anticipating the future needs of the scheme. How to convert this into very practical, effective technical solutions is a critical question. As they say, “the devil is in the details”, but the paradox is that driving out the devil is not attractive to many. While most irrigation experts, policy-makers, donor agencies and practitioners recognize the pressing need to bring about drastic changes in irrigation management, few know how to do so in practice. Despite considerable commitments in terms of effort and resources, many modernization projects have failed and irrigation institutional reforms have not yielded expected results because of a lack of attention to details.


To this end FAO, in 2007 published the MASSCOTE approach in irrigation modernization programme based on its overcome to this paradox and to help irrigation managers and experts in addressing modern needs, issues and challenges in a serious way and to plan for modernization of large to medium scale irrigation systems.


The webinar presented the MASSCOTE methodology, its application in irrigation systems, and results from selected applications.



Speaker - Dr. Robina Wahaj (FAO)

Dr. Robina Wahaj is the Land and Water Officer of the Land and Water Division of the Food and Agriculture Organization of the United Nations (FAO).  She also advises FAO Representation office in Pakistan on technical issues related to water. During her professional career, she has carried out assignments for UN agencies and reputable international consultancy firms.


Dr. Wahaj holds a PhD in Irrigation and water engineering (The Water Resources Management Group) from Wageningen University and Research Centre (WUR), the Netherlands. During her PhD she got inspired to utilize her knowledge and expertise to improve people’s life and work for FAO.
