1. Dr. A.N. Khosla (India), 1950-1954
Dr.
A.N. Khosla was the Founder President of ICID. Widely acclaimed as an authority
on river valley projects, he chaired various river valley projects and consultancy
boards including the Beas, Ramganga, Maneri Bhali, as well as the Narmada Dispute
Committee in 1963. Dr. Khosla received international recognition for his researches
in the field of hydraulics and hydrology. During the World War I, he invented
the Khosla Disc for precision leveling across rivers and wide valleys. He later
received the Kennedy Gold Medal for outstanding papers and treatises. Apart
from a noted engineer, President Hon. Khosla was also an educationist, administrator,
philanthropist and social worker actively involved in the education and socio-economic
upliftment of backward and underprivileged sections of society in Orissa, in
which state he served as Governor (1962-68).
2. Mr. H. Suleiman
(Egypt), 1954-1957
Mr. Hamed Suleiman (1891-1970)
graduated in Civil Engineering from the London University. He embarked upon
his career with the Ministry of Public Works, U.A.R., where he specialized in
the design and construction of irrigation schemes and projects. He assisted
in the construction of the Naga Hammadi Barrage on the main river Nile and in
the remodeling of the Assiut Barrage. In 1946 he was appointed Under Secretary
of State for the Ministry of Public Works and in 1952 became the Minister of
Public Works, UAR. He held numerous top appointments in the international field
including President ICID and Vice President ICOLD.

Mr. W.A. Dexheimer (USA), 1957-1960 4.
Mr. N.D. Gulhati (India), 1960-1963 Late President Honoraire N.D. Gulhati was born in Lahore (now
in Pakistan) on 15 November 1904. He took his technical education at the Thomson
College of Civil Engineering, Roorkee (now Indian Institute of Technology, Roorkee)
and passed out with honours in 1926. He was appointed to the Indian Service
of Engineers in October 1927 and posted to the Irrigation Branch of the Public
Works Department, Punjab. From August 1945 to March 1949, he was Secretary of
the Central Board of Irrigation and Power.
A
civil and irrigation engineer, Mr. Dexheimer has been involved in many projects
the world over including the Bhakra Dam (India), Mahaweli (Sri Lanka), Snowy Mountains
(Australia), Taichen Power (Taiwan), Salto Grande (Argentina), Corani (Bolivia),
Fincha (Ethiopia) amongst others. His professional memberships include the American
Society of Civil Engineers, the US Committee on Large Dams, USCID, Water Power
Conference. Mr. Dexheimer spent 30 years in the service of the Bureau of Reclamation
of the United States.
In 1950 he was responsible, as the Chief of the Natural Resources Division in the Planning Commission, Government of India, for initiating proposals relating to the development of irrigation and power, soil conservation and mineral development in the First Five-Year Plan. He was made Chief Engineer and Joint Secretary in 1953 and Additional Secretary to Government of India in 1958. From 1952 until the lndus Waters Treaty was concluded in 1960 (and ratified in 1961), Mr. Gulhati was lndia's Chief Representative on the Indus Waters negotiations conducted under the aegis of IBRD. He represented India in many international engineering conferences.
He was awarded the high distinction of "PADMA BHUSHAN" by the President of India in 1961 "for distinguished services of a high order".
After retirement President Honoraire Gulhati worked as Water Resources Consultant to many State Governments in India and as Consultant to IBRD (1963), as Consultant to the International Development Association (1963-1973), and as Consultant to United Nations (Economic Commission for Asia and Far East, now ESCAP) in 1969.
He has been rightly called the "Father" of the International Commission on Irrigation and Drainage, as it was he who conceived this organization. The proposal of setting up of the Commission was mooted to the Government of India by him in 1946. The Commission was set up in the year 1950 and Mr. Gulhati was elected as its first Secretary General. He served ICID as founder Secretary General from 1950 to 1957, as Vice President from 1957 to 1960, and as President from 1960 to 1963.
Besides engineering and scientific papers contributed to the national institutes (e.g. Punjab Engineering Congress; Institution of Engineers, India) and the American Society of Civil Engineers, Mr. Gulhati had some 20 books and publications to his name.
Mr. Gulhati was always amongst the foremost supporters of ICID and did everything possible to promote the objects of ICID. He was the founder Editor of the ICID Bulletin. He was responsible for getting the land for the office building of the Central Office of the Commission in the prestigious Diplomatic Enclave. His mature leadership, dynamic personality and diplomatic and adroit handling of all matters won him universal respect and endearment with all the members of the International Executive Council.

Mr. P. Danel (France), 1963-1966 Mr.
Pierre Danel (1902-1966) was the recipient of many honors and decorations
including Chevalier de la Légion d''Honneur and Chevalier du Mérite Agricole.
He was member of the Comité technique de la Société Hydrotechnique de France,
Société des ingénieurs civils, Association technique maritime et aéronautique,
Société scientifique du Dauphiné and of amongst numerous other professional
bodies. He was also President of the International Association of Hydraulic
Research and ICID. He undertook the study of the erosion of the Suez Canal
and of hydraulic problems linked with the management of the Aswan High Dam.
He played a major role in the technical development of turbines and hydraulic
valves. He also invented simple and ingenious equipment for flow distribution
and water level monitoring in irrigation canals.

Mr. R.J. Tipton (USA), 1966-1967
Mr.
R.J. Tipton (1893-1967) was Chairman of the Board of Tipton and Kalmbach,
a consulting engineering firm which he founded and built up to eminence over
the years. His firm was involved in the building of the Indus Basin Water
Project in West Pakistan. Mr. Tipton served as an advisor to and helped negotiate
many water projects and treaties including the Colorado River, the Laramie
River, the Arkansas River, the Rio Grande, the Salt River, the 1944 Mexican
Water Treaty, the 1960 Indus Waters Treaty, the Rio Grand Tri-State Compact,
the Upper Colorado River Compact and the Pecos River Compact. He was also
a member of many engineering and water organizations and at the time of his
demise was Vice President of the American Society of Civil Engineers and President
of ICID.

Mr. G.E. Papadopoulos (Greece), 1968-1972 A
civil engineer from the Ecole du Génie Civil, Paris, Mr. Papadopoulos did
his advanced studies on irrigation engineering as trainee of USBR. He was
deputed by the Greek Government for studies of Reclamation techniques and
practices en many countries of Europe, Asia, Africa and America. He has worked
for 35 years in the field of reclamation with the Greek Ministry of Agriculture.
He founded the Greek National Committee of ICID and it is through his initiative
that Greece became a member state of ICID in 1957. He has authored more than
70 scientific and technical papers and was decorated by Greek Royal Orders
apart from receiving many awards and citations for outstanding activities
and service.

Mr. E.E. Alekseevsky (USSR), 1972-1975 Mr. Evgeni Evgenievich Alekseevsky (1906-1979) was a prominent
organizer of socialist agriculture, member of the CPSU Central Committee, Deputy
of the USSR Supreme Soviet, the Socialist Labour Hero, USSR Minister of Land
Reclamation and Water Management. He has contributed much to strengthening and
developing international cooperation in land reclamation and water management.
He headed the Soviet delegation to meetings of Heads of Water Economy bodies
of CMEA member countries, coordinating the cooperation between the Socialist
countries in the field of land reclamation and water management. He also signed
the International Convention on the Protection of the Marine Environment of
the Baltic Sea Area. At his initiative the Russian versions of "Irrigation and
Drainage in the World - A Global Review" and "the Multilingual Technical Dictionary
on Irrigation and Drainage" were published. He was honored with the title of
Hero of Socialist Labour, awarded 4 Orders of Lenin, 4 Orders of Red Banner,
Orders of Bogdan Khmelnitsky and the Order of the Badge of Honour. Prof.
Holy has been engaged in the questions of water management, irrigation, drainage
and water erosion. In 1957, he founded the Czechoslovak National Committee
of ICID, and under his guidance were organized the Soil Water Symposium (1957),
the International Seminar on Irrigation, Drainage and Flood Control (1958),
the Conference on Economic Quantity of Irrigation Water (1961), Symposium
on Large-area Spray Irrigation (1964) and the Water Erosion Symposium (1967).
Also preoccupied with the problems of human environment, he founded the Cabinet
on Human Environment at the Technical University of Prague in 1969, and became
President of the Scientific Council for Human Environment. He held the membership
of many prestigious professional bodies including the International Water
Resources Association and the International Society of Soil Science. Mr.
Darves-Bornoz spent his entire career as agriculture engineer in the service
of the Ministry of Agriculture, Republic of France. Between 1956 and 1977
he published 120 articles on water issues - irrigation, drainage and water
management. He was actively involved in the training of experts, bilateral
and international technical cooperation, and participated in many national
and international conferences and colloquia. He also served as expert to the
FAO and the World Bank. He regularly participated in ICID activities for over
a period of 17 years and served also as Secretary General of AFEID. An
expert in water resource engineering, Mr. Rangeley devoted the early part
of career to dam design and later on to the planning and design of major irrigation,
drainage, flood control and hydro-electric power projects. He has been engaged
in river basin planning and irrigation developments in several regions of
the world, in the planning and design of major multi-purpose dams and in the
operational and economic evaluation of major multi-purpose projects. Mr. Rangeley
has to his credit numerous technical articles and papers and has played a
lead role in several British Government research committees. He is a fellow
of the Institution of Civil Engineers and a member of the Société des Ingénieurs
et Scientifiques de France. An
agricultural and civil engineer, Dr. Jensen has conducted and supervised irrigation
and related soil management research. He has authored more than 100 technical
papers and has edited the American Society of Agricultural Engineers Monograph
on Irrigation Systems published first in 1980 and revised in 1983. He is the
recipient of several awards and honors and has actively been involved in foreign
research programs.

1984-1987

Mr. Othmane Lahlou (Morocco), 1987-1990 An
agricultural engineer of national and international acclaim, Mr. Lahlou's
expertise lay in hydro-agricultural management and gravity and sprinkler irrigation.
He spent his entire career in the service of the Ministry of Agriculture and
Agrarian Reforms, Morocco. As an active member of ICID, and in his capacity
of Secretary General of ANAFID (Moroccan National Committee of ICID), Mr.
Lahlou participated in many missions and conferences at the international
level. Dr. Framji (1908-1994) was Secretary General of ICID from 1963
to 1988. A graduate of civil engineering from King's College, London University,
he entered into the service of the Government of India, where he held senior
positions such as Director of the Indian Waterways and Navigation Experiment
Station (now Central Water and Power Research Station, Pune), Chief Engineer
and Joint Secretary, Ministry of Water and Power, Government of India. He was
the recipient of many awards and honors including Member of the British Empire,
Chevalier du Mérite Agricole and the Olympia Prize, and is listed in various
editions of the International Who's Who. At the 39th meeting of the ICID international
Executive Council held in 1988, Dr. Framji was designated President Hon. ICID
as a special case for his distinguished and dedicated services to the Commission
over a quarter century. An
expert in water resources development for irrigation, drainage and power generation,
Mr. Hennessy has handled major water resource assignments in more than 20
countries in Africa, the Middle East and Asia. He has actively been associated
with ICID since 1978 in various capacities. He is a fellow of the Institution
of Civil Engineers, U.K., and the Institution of Water & Environmental Management,
and has served on a number of engineering and scientific committees and advisory
boards. He is a fellow of the Royal Society of Arts and a Lieutenant Colonel
in the Engineer and Transport Staff Corps. Ir. Shahrizaila bin Abdullah has contributed immensely to the
progress of irrigation, drainage, flood control, river and coastal engineering
in Malaysia. A member of the ICID Management Board since its inception in 1991,
he later on took up its Chairmanship, as President, ICID in 1993. He has participated
in a large number of regional and international conferences and seminars organized
by water related bodies, and was also the key-note speaker on behalf of FAO
at the International Conference on Water and Environment held in Dublin, Ireland,
in January 1992. Mr.
Shady has a wide experience in policy development, public administration,
soil salinity control and reclamation, environmental management, institutional
strengthening and capacity building and is a member of several important professional
associations such as American and Canadian Societies of Agricultural Engineering,
International Soil Science Society, American Society of Agronomy etc. He has
organized several international conferences and has served as Office Bearer
of many professional organizations including ICID and the International Water
Resources Association. He has been instrumental in the setting up of the World
Commission on Water of which he is also President. Presently, Mr. Shady is
Senior Policy Advisor, Water, Environment and Natural Resources, CIDA, Canada.

Prof. dr. Bart Schultz (The Netherlands), 1999-2002
Bart Schultz graduated from the Delft University of Technology, Delft, The Netherlands, and obtained his PhD degree on the topic Water Management of the drained lakes in the Netherlands from the same University. His career spans over 30 years of research, advising and project implementation in the field of land and water development, drainage, irrigation and environmental engineering. Most of the time he worked as head of the Water Management Division in the IJsselmeerpolders Development Authority, holding a part time appointment at the UNESCO-IHE Institute for Water Education. He is senior advisor in the Civil Engineering Division of Rijkswaterstaat. He is responsible for environmental impact studies on major hydraulic works, as well as for advice, design and implementation of large scale environmental engineering projects, among others.
At UNESCO-IHE, Prof. Schultz is responsible for education and research in Land and Water Development. His guidance enabled about 190 overseas participants in obtaining Master of Engineering degree (MEng), about 95 for Master of Science degree (MSc) and 6 for PhD degree.
From September 1999 to July 2002 he was President of the International Commission on Irrigation and Drainage (ICID).
He is author of more than 180 articles in the field of land reclamation, drainage and irrigation and editor of several proceedings of National and International Conferences. He is Chairman of the Editorial Board of Journal of Irrigation and Drainage of ICID. He visited more than 30 countries to apprise, evaluate, advise, on land reclamation, drainage and irrigation projects.

Ir. Dato' Ir. Hj. Keizrul bin Abdullah (Malaysia), 2002-2005
Dato'
Ir. Hj. Keizrul bin Abdullah, born December 1951, possesses B.E. (Hons.) degree
in Civil Engineering from Malaya (1975) and M.Sc. (Water Resources Systems Engineering)
from University of Newcastle Upon Tyne, UK (1991). He is Chairman, MANCID and
was Chairman ICID's Asian Regional Working Group, Vice President, ICID (1999-2002).
He has actively participated in ICID meetings and has been a member of several
workbodies including PCTA (1990-1996).
Mr. Keizrul has presented papers on Irrigation, drainage, floods, rivers and water resources in conferences and seminars at national and international levels. He has been involved in the field of irrigation, drainage, river engineering, flood mitigation and water resources planning and development for the past 26 years. In the 1980's, he was the Chief Counterpart Officer of the National Water Resources Study. He is a registered Professional Engineer and a Fellow of the Institution of Engineers Malaysia, Member of the Board of Engineers, Malaysia and Chairman of the Malaysian National Committee on the International Hydrological Programme (IHP) of UNESCO.
Presently Mr. Keizrul is Director General of Irrigation and Drainage Department, Malaysia since November 1997.
Mr. S.H.A. Begemann , Netherlands (1950-1953)
Mr.
S.H.A. Begemann, born in 1884, graduate of Delft Technological University in
1907, a civil engineer, went to Indonesia in 1909. In the service of Civil Public
Works Department till 1934, most of his career was devoted to irrigation, drainage
and water management projects and problems, and to water conservation. He was
involved in the building of three of the first reservoir dams for irrigation
in Indonesia, including a hydraulic fill dam. Already as early as the nineteen-twenties,
he paid special attention to water distribution and management in which, he
had at heart, the interest of the small peasants. The importance of this aspect
was later to be recognized by the development of specialists in "extension
services". It was largely part to his increasing efforts that in not many
other countries water distribution was carried out with so much care as in Mid-Java,
the area of his charge. In view of the importance thereof he developed several
accurate measuring devices with little head loss and automatic gates. The importance
he attached to scientific research was demonstrated by his relentless efforts
to develop a hydraulic laboratory and his study and publication on the application
of stastical methods of hydrological data. After serving in an advisory capacity
on several overseas projects, he became professor at Delft University, from
1938 till 1954, to teach irrigation at first, and later also hydro-electrics.
In this assignment he was an active supporter of the ICID, which he served in
several functions. In 1933 he was awarded the distinction of Officer in the
Order of Oranje Nassau.
Mr. Walter E. Blomgren , USA (1953-1957)
Mr.
Water E. Blogren was the first Chairman of US National Committee of the International
Commission on Irrigation and Drainage, a former Vice-President of the Commission's
Executive Council, and a member of the US National Committee on Large Dam -
World Power Conference. When he retired in 1955, he was the Assistant Chief
Engineer of the Bureau of Reclamation. During his career, he gained national
recognition as an authority on water development engineering, especially in
irrigation and drainage. His work included virtually every phase of investigations,
project planning, and design of irrigation developments in the Western United
States. He began his career by working during summer vacations, and joined the
Bureau after graduation from college in 1914. His early work with the Bureau
included directing canal and drain surveys, canal design, and drainage investigations.
By 1920 he had reached the position of a division engineer in charge of construction.
From 1920 to 1929 he worked for a consulting engineer, and for the Office of
Indian Affairs. Rejoining the Bureau in 1929, he worked on preparing final plans
for Hoover Dam. From 1935 to 1943 he headed the Central Designs and Estimates
Group responsible for preparing preliminary designs, estimates, and reports
on many Bureau dams and powerplants. In 1944 he was Regional Engineer in charge
of design and construction for Region 7. In 1947 he was appointed Assistant
Regional Director, and on September 19, 1949, he was appointed Assistant Chief
Engineer of the Bureau. He was Vice-President ICID from 1953 to 1957.
Dr. Kanwar Sain , India (1954-1957)
Born
at Tohana (District Hissar) on January 2,1899. Dr. Kanwar Sain , was educated
at D.A.V. College, Lahore and Thomson College of Civil Engineering, Roorkee.
During his span of 80 years Dr. Kanwar Sain won great honours, including O.B.E.,
and Padma Bhushan. He was offered the Order of the Elephant by the Government
of Thailand, but could not accept it, as he was serving with the United Nations.
He was elected as President of Central Board of Irrigation and Power in 1953,
Vice President of International Commission on Irrigation and Drainage 1954 and
President of Institute of Engineers India in 1956. He was awarded Honorary Life
Membership by the American Society of Civil Engineers and Honorary Life Fellowship
by the Institution of Engineers India. His own alma mater, the University of
Roorkee, conferred on him the Honorary Doocrate of Engineering. For nearly half
a century, the name of Dr. Kanwar Sain has been a byword for river projects
and development of water resources both in India and abroad. He was closely
connected with major projects-from the Damodar Valley to the Rajasthan Canal,
from Hirakud Dam, to the Narmada Project. Besides, he contributed his utmost
in design and building up the Central Water and power Commission Dr. Sain's
passionate involvement with his work - especially in saving Dibrugarh from floods
and during the mishap at the Bhakra Dam, endeared him to his colleagues, both
in India and abroad. His greatest achievement was his association with the Mekong
Development Project for nine years as an UN expert. He has also been associated
with the preparation of a Master Plan for the Development of the Narmada River.
Sir
Ronald East , Australia (1959-1962)
Sir
Ronald East, Born on 17 June 1899 in Australia, Educated on scholarships at
Scotch College, Melbourne and at the Melbourne University from which he graduated
as Bechelor of Civil Engineering in 1922 and Master of Civil Engineering in
1927. Sir Ronald East was awarded (i) Kernot Memorial Medal (University of Melbourne)
1949 (ii) Peter Nicol Russel Memorial Medal (Institution of Engineers, Australia)
1957 (iii) Sir James Barrett Award (Town and Century Planning Associatioin)
1960 (iv) Cooper's Hill Mar Memorial Medal and Premium and Telford Premium (Institution
of Civil Engineers) 1932. He was Commissioner, representing State of Victoria,
River Murrey Commission 1936-65; Chairman, State River and Water Supply Commission
of Victoria 1936-65; President Institution of Engineers, Australia 1952-53;
Member of the Council of the Institution of Civil Engineers 1960-61 and Vice
President, International Commission on Irrigation and Drainage 1959-62.
Prof. A.N. Ascochensky , USSR (1960-1963)
Prof.
Ascochensky was born in 1898 and graduated in 1925 in Hydro-technique from the
Leningrad Institution of Railways. After graduation he worked in Central Asia
as a Hydro-technical Engineer up to 1950. He was connected with research, planning,
design and construction of irrigation canals, irrigation works and hydro-electric
stations. Simulteneously with these duties he also worked as Prof. In Tashkent
Research Institute. He was elected as member of the Uzbekistan Academy of Sciences
in 1943 and was Vice President of the Academy in 1947. Prof. Ascochensky joined
the Ministry of Agriculture in 1950 in Moscow and worked there as Deputy Minister
upto 1957. As Deputy Minister of Agriculture, he was overall incharge of irrigation
and drainage development in the whole of Soviet Union. In 1956 he was elected
a member of the Lenin Academy of Agricultural Sciences. In 1957, he left Ministry
of Agriculture and joined the Academy of Agricultural Sciences as head of the
department of irrigation and drainage, where he worked for a long time. He was
also elected as a member of the Presidium of the Agriculture Sciences. Prof.
Ascochensky remained President of the USSR National Committee of the International
Commission on Irrigation and Drainage, and Vice President of IEC.
Dr. M.A. Hamid, Pakistan (1961-1964)
Dr.
Hamid started his engineering career in the Punjab Irrigation Department in
1932 and rose to the highest position of Secretary, to the Government of Punjab,
Irrigation and Power Department, in 1947. In 1958 he was appointed Chairman,
Central Engineering Authority and was later on designated as First Chief Engineering
Adviser/Joint Secretary to the Government of Pakistan in 1959. Dr. Hamid represented
Pakistan in a number of International Conferences. He served as Vice President
of the International Commission on Irrigation and Drainage from 1961 to 1964.
He also served as Vice Chairman of the International Commission on Large Dams
from 1963 to 1966. In recognition of his meritorious services to the nation,
he was awarded Sitara-a-Quaide Azam and Sitara-e-Imitaz by the Government of
Pakistan. The University of Engineering and Technology, Lahore conferred on
him the honorary degree of doctorate in Engineering in 1968.
Dr. Hitoshi Fakuda, Japan (1962-1965)
After
graduating from the Faculty of Agriculture, University of Tokyo in 1930, specializing
in irrigation and drainage. Dr. Fakuda remained on the campus as one of the
staff until retirement in 1967 after the services of 37 years to the University.
Publishing more than 90 scientific papers and books. He enjoyed the opportunities
of going abroad to survey irrigation and drainage works in about 70 countries
and to make technical cooperation with many Asian countries. He attended ICID
meetings very often since 1952 and served as a Vice President from 1962 to 1965
as well as an advisor to FAO, Asian Development Bank often.
Mr. Jose F.Rebelo Pinto, Portugal (1962-1965)
Mr.
Jose F. Rebelo Pinto, MOE, MSICF, WAIPCN, Ground Officer of the Order of Infante
D.Henrique, Commander of the Military Order of Christ, Commander of the Order
of Civil Merit of Spain, Cjeva;oer de ;a Legion d'Jpmmeur, Prix des Machines
Hydrauliques 1942, Prix Houdry 1956. Served at the General Direction of Hydraulic
Services of the Ministry of Public Works of Portugal from 1933 to 1958, ascending
to Chief Planning and designing engineer in 1945 and then to Director of the
Water Power and Irrigation Department in 1950. In 1958, he was promoted as Superior
Inspector of Public Works, in 1968 to the position of Inspector General and
in 1971 as Vice President of the High Council of Public Works. Devoted most
of his technical activity in planning, designing and construction of hydroelectric,
irrigation and flood control schemes, having been more or less connected with
the problems concerning all the hydraulics development in Portugal. Author of
some important comprehensive plans for the development of water resources and
of several technical publications and papers. Served the International Commission
on Large Dams as Vice President from 1956 to 1958 and as President from 1958-1961;
and the International Commission on Irrigation and Drainage as Vice President
from 1962 to 1965, also served as Under Secretary of the State for Public Works
from 1965 to 1967.
Mr. Yadava Mohan, India (1963-1966)
Mr.
Yadava Mohan born in 1906, had an excellent academic career. In 1928 he was
recruited to the Indian Service of Engineers and joined the UP Irrigation Department.
He served in UP (his home state) in various capacities till 1953., when he joined
the Planning Commission , Government of India, in the Chief, Natural Resources
Division. Mr. Yadava Mohan was elected in 1957 to the Office of the Secretary
General, ICID a post he continued to hold up to 1963. He was appointed Member
of the Central Water and Power Commission, Government of India in 1958, and
the Chairman and Administrator, Rajasthan Canal Project at Jaipur in 1962. He
was elected to the Office of Vice President of the ICID from 1963-1966, where
he continued until 1966. All those who came in contact with Mr. Yadava Mohan
during his tenures in offices remember his amiable personality and the efforts
he made to raise the image of the Commission. He retired from active service
in 1970 after a distinguished professional career of about 42 years.
Prof. E.F. Mosonyi, Hungary (1964-1967)
Prof.
E.F. Mosnyi born on November 10, 1910. Graduated as Civil Engineer (Diploma)
Technical University, Budapest (equivalent about to M.S.) in 1934. He was Professor
of Faculty of Civil Engineering, University of Karlsruhe, Germany; Director,
Research Institute for Hydraulic Structures and Agrocicultural Engineering,
including the Theodpr-Rehbock Laboratory for River Management; Chairman of the
"Committee for Diploma-Examinations" Faculty of Civil Engineering.
He was author, Co-author and Editor of Several books written in Hungarian, German
and English languages, in the field of water resources development, hydraulic
engineering, Geology, Hydraulic structure and especially in Water Power Development.
Further, besides more than 120 publications in various languages, he was Advisor
to the German Science Foundation; Member, IAHR; Member, German Association for
Irrigation; Special member, IWRA; Member, German Association of University Teachers
and Chairman IHA.
Mr. M.L. Xujati Kambhu, Thailand (1964-1967)
Born
in Bangkok, Thailand, on January 4, 1905 as the eldest son of H.E. the Late
Major General Phya Surasena and Khun Ying Pha-ob Suroteno. Educated upto M.Sc.
(London), entered the service of Royal Irrigation Department, Ministry of Agriculture,
in 1930 working his way up until he was promoted to Chief Engineer and Director
General. Apart from his numerous and normal duties, he was appointed Deputy
Minister for National Development, firstly in 1964 and secondly under a new
Government in 1969. He held this political post up to the date of his demise
on April 13,1969. In addition to the assignments calling for his proceeding
on trips abroad either as a delegate or as an observer, such as loan negotiations
with the World Bank or other Institutions, he was invited by the World Bank
to act as its Advisor on Irrigation and Agriculture, and by the Asian Development
Bank to serve as a member of the Committee on the formulation of the Bank's
policy. In 1964 he was elected Vice President by the conference of the International
Commission on Irrigation and Drainage. Moreover, with his keen interest in the
development of the country he was successful in setting up the country's biggest
Bhumiphol Dam with hydro-power plant and many others as also three industrial
companies i.e. Jolaprathan Cement Co., Ltd., Chemical Fertilizer Co., Ltd.,
and Thai Machinery Industrial Co., Ltd., with him as the Chairman under a separate
Board of Division.
Mr. Frederik Lambertus Van Der Bom , Netherlands (1966-1969)
Mr.
Van Der Bom was born on 8 October 1902 in Amsterdam, Netherlands. Studied at
University of Technology, Delft 1924 obtaining a degree in Civil Engineering.
During 1925-1967 remained in Government's service, Ministry of Waterstaat (Public
Works Department), respectively as Engineer, Senior Engineer, and from 1961
- as director of Zuiderzeewerken (In charge with planning and execution of the
Zuiderzee Reclamation Scheme). 1952-1955 Secretary, 1961-1967 Chairman of the
Netherlands Committee, ICID. 1966-1969 Vice President ICID. Since 1947 from
time to time worked as Consultant/Advisor for hydraulic and related problems
in several countries.
Mr. K.K. Shubladze, USSR (1966-1969)
Mr.
K.K. Shubladze, born on August 17, 1907, a Hydraulic engineer, Assistant Professor
and graduate of Agricultural Sciences, Honoured Irrigator of the Uzbek SSR,
with a wide experience of work in water management organizations. He worked
in the Uzbek SSR as Superintendant of the Water Project Construction, Deputy
Chief of the Big Ferghana Canal Construction, Deputy Chief of the Big Ferghana
Canal Construction, Leader of Mechanization Department of the Central Asia Irrigation
Research Institute, Assistant Profesor of the Tashkent Institute for Irrigation
and Mechanical Engineers, Minister of the Uzbek SSR Water Management, then as
Chief of the Main Board for Water Management of the USSR Ministry of Agriciulture,
Editor-in-Chief of "Guidrotechnika I Melioracla" Journal, First Deputy
Chairman of the State Committee on Irrigated Agriculture and Water Management
of the USSR. From 1965, Mr. Shubladze held the post of the First Deputy Minister
for Reclamation and Water Management of the USSR. Side by side with his wide
practical and administrative activities Mr. Shubladze took an active part in
social work. He was Vice President of the International Commission on Irrigation
and Drainage from 1966-1969, a member of Editorial Boards of "Guidrotechnika
I melioracia" Journal and "Encyclopedia of Agriculture". He has
39 published scientific works devoted to Land Reclamation in the USSR and Water
Projects Construction Status abroad, he is a member of USSR National Committee
on Irrigation and Drainage, ICID and a member of the "Afghanistan - USSR"
Society.
Dr. M.R. Chopra, India (1966-1969)
Dr.
Chopra was born on the 18th August, 1906, at Lahore. He passed his Civil Engineering
(Hon.) from Thomson College of Civil Engineering (Now Roorkee University), Rororkee,
in 1929, with distinction. Joined the Indian Service of Engineers (Punjab Cadre)
in 1930, and rose to the rank of General Manager, Bhakra Dam, in November 1958.
After working in different capacities, especially in construction of Bhakra
Dam for over 9 years, he was elevated to the post of Chairman, Central Water
and Power Commission, Government of India in 1962 - the highest technical engineering
post in the country in the field of irrigation and power - and was conferred
the National Award of `Padma Bhushan' in 1967 for personal merit and commendable
work on the design and construction of Bhakra Dam, and at the Centre. After
retirement from Government service in 1966, he was appointed Vice-Chancellor,
Roorkee University (1966-1971), and was given Doctorate of Engineering Honoria-Cause
by the University. Worked as Assessor, Narmada Water Disputes Tribunal, Government
of India. Was considered an expert on water resources planning and construction
of big multi-purpose projects and, as such, remained a member of number of Consulting
Boards of various major Irrigation and Power Projects in India. A Fellow of
the Institution of Engineers (India), and a Fellow of the American Society of
Civil Engineers. He has widely travelled to USA and Europe on various assignments,
and headed the Indian Delegation to the Eighth Congress of the International
Commission on Large Dams held in United Kingdom in 1964. He was President of
the CBI &P in the year 1963-64, and Vice President of the ICID from 1966-1969.
Dr. M.A. Salim , Egypt (1966-1969)
Born
on June 13, 1912. Dr. M.A. Selim was educated in Cairo Public School and graduated
with top honours from Giza Engineering College Cairo University in May 1935
when he joined the Irrigation Service, the most important of Public Works in
Egypt then. In 1937 he joined the Teaching Staff of his old college. In 1938
he was selected to go on a scholarship mission to the United States, where he
got his Master's and Doctor's Degree in Irrigation from the University of California,
Berkeley. From May 1941 to July 1943 he was Instructor, Mechanical Engineering
Department. He later visited and worked on all big Western American Irrigation,
Drainage, Large Dams and Power Projects, where he gained much experience and
as a Member of the American Society of Civil Engineers, made many friends. On
his return to Egypt he was Assistant and then Professor of Engineering in 1951.
In 1952 he was Secetary General of the Production Council constituted to study
and carry out all production schemes and projects, of which the High Aswan Dam
is the Major Project to which Dr. Selim was entrusted with the studies, investigations,
negotiations, design and construction till the day he passed away. During that
long period, he was either a Technical Consultant, or a Director of many Scientific
Institutions and Industrial concerns including the Suez Canal Authority from
1956 to 1962 and the Arab Committee of the Jordan River Projects. He was also
President of the Egyptian Federation of Industries, Chairman of the Egyptian
Society of Engineers and President of the UAR Organization of Chemical Industries.
As a Secretary General to the UAR National Committee on Irrigation and Drainage
and Grands Barrages, he attended many Congresses and Executive Meetings of ICOLD
and ICID and took active part in their sub-committees.
Mr. S. El. Zein, Sudan (1968-1971)
Born
on 1 January 1922. Graduated from Gordon Memorial College (Engineering Diploma)
in 1945 and Joined Sudan Irrigation Department (Now Ministry of Irrigation and
Hydro-electric Power ). After 1969 he was Irrigation Advisor to the Ministry.
While in charge of above, responsibilities of Chairman to Sudan National Committee
on Irrigation and Drainage and Sudan National Committee on Large Dams and President
of the Permanent Joint Technical Commission for Nile Waters. A past President
of Sudan Engineering Society. He was member of various technical and scientific
committees related to irrigation and hydrology, Member of American Society of
Civil Engineers, Institution of Civil Engineers (British) and American Geophysical
Union. He was Vice President of the ICID from 1968-1971.
Mr. Kemal Noyan, Turkey (1968-1971)
Mr.
Kemal Noyan was born in 1920 in Turkey and graduated in 1943 from the Faculty
of Civil Engineering, Istanbul Technical University, with M.S. Degree in Hydraulics.
After the graduation he started to work on Irrigation and Drainage and had an
additional training in the United States at Bureau of Reclamation Training on
Irrigations and Dam Engineering. After returning to Turkey he was engaged in
several multi-purpose water development projects. He has a wide relationship
with many countries in respect of Irrigation and Drainage and Large Dams and
worked as President of Turkish Civil Engineers Association between the years
1961-1963; Vice President of the International Commission on Large Dams 1965-1968;
Chairman of the Turkish National Committee of the World Energy Conference between
1967-1968; Vice President of the International Commission on Irrigation and
Drainage between 1968-1971 and as Chairman of Turkish National Committee of
the World Mining Congresses starting from 1973 which office he still occupies.
In 1944, he conducted Engineering works on Hydro-Electric Irrigation, Drainage
and Water supply projects. In 1952, he joined the General Directorate of Etibank
and worked as Director of the Research and Planning on Mining and Energy between
1962-1963. In 1963, he established Entopsu Engineering and Consulting Company
and worked as its Director till 1965. Between the years 1955-1969 he continusulsy
worked as Chairman of Turkish International Committee on Large Dams. Between
the years 1965-1968 he worked as Under-Secretary of Turkish Ministry of Energy
and Natural Resources, and was assigned in September 28, 1968 as President of
Black Zee Copper works Corporation which he still occupies.
Dr. Michele Bottalico, Italy (1969-1972)
Director
General of Land reclamation and Colonization Division of the Ministry of Agriculture
and Foreste. Winner of the "Premio Mezzogiorno: in 1954. Presently conducting
a course in techniques of land reclamation at the Faculty of Engineering, University
of Bari. Previously taught in water and reclamation legislation at the University
of Bari and the Higher Institute of Advanced Studies in Agronomy of the Mediterranean,
also in Bari. Member of the Accedemia Economico-Agraria dei Georgofili, Florence,
and the Accedemia Nazionale del l'Agricultura, Bologna. Honorary Vice President
of ICID and Vice President of Italian National Committee. Member of Italian
National Committee, FAO. Worked as Member of the Superior Councils of the Ministries
of Agriculture and Public Works; Member of the Special delegation of the Ministry
of Public Works to the "Cassa per il Mezzogiorno". Former Vice President
of the Sub-Committee studying "Water management of drainage basins"
of the Interministerial Commission for Soil Conservation (De Marchi). Member
of the National Water Conference. Member of the Technical Administrative Committee
of the "Magistrato Acque Venezia". Official reporter for numerous
conferences on reclamation, soil, environment, agrarian politics and economy.
Mr. Peter Adamson Scott, Great Britain (1969-1972)
After
graduating from Edibnurgh University in 1926 with honours degree in Civil Engineering,
P.A. Scott Joined the London firm of Consulting Engineers now known as Sir William
Halcrow and Partners, where he retired as Senior Partner in 1973 and became
a Consultant to the Firm. His early experience was in Hydro-electric and port
engineering, during his first twentyone years with the said Firm he spent fourteen
years in the development and operation of major overseas ports in Beira (Mozambique)
and Rangoon (Burma). On his return to the UK in 1946 and his appointment as
a Partner in his Firm, the duty of conducting the large overseas development
projects following ending of the second world war devolved largely upon him.
Starting with the rehabilitation and expansion of the Libyan Ports of Tripoli,
Benghazi, Derma and Tobruk and other smaller ports, he was in charge of development
projects of the new Ports of Kuwait, Dubai Sharjah, Jeddah (Saudi Arabia) and
Tema (Ghana). During this period (1948 onwards) he was also responsible for
the conduct of major river basin investigations and developments involving hydro-electric
power, irrigation, water supply and flood control in Ghana, (Volta River Project),
Malawi (Shire Valley Project), Guyana (Black Bush Folder, Tapakuma Irrigation
etc.) Tanzania (Oabgani Rivers Basin Project and Luichi Delta Development),
Antigua and other Caribbean Islands and, in South Africa, the 82 km. Long "Orange-Fish"
irrigation tunnel. In the UK he was responsible for two of Britain's highest
dams, and for railway and other tunnels, as well as for major dock and harbour
developments. He has played an active role on councils and committees of many
national and international professional bodies and has contributed technical
papers to them on matters of engineering interest. His connection with the International
Commission on Irrigation and Drainage dates from its inception in 1950 when
he represented the Institution of Civil Engineers on a UK Government Committee
set up to consider the Indian Government's proposals to create this new International
Commission.
Monsieur R. Samama, Tunisia (1969-1972)

il fut nomme a la tete la Divison des Grands Travaux et charge de l'execution
de tous les grands projets hydrauliques intersant la mise en valeur du pays,
et la protection contre les inondations. Pour tous ces projets, il assura la
direction, la coordination des etudes, ;e oamce,emt d'appels d'offeres internationaux
et les travaux dans tous leurs aspects tant techniques au'administratifs. En
1968 il lui fut confie la Direction de l'Hydraulique et de l'equipement Rural
qui comptait un effectif de 600 [erspmmes dpmt 90 omgemoeirs. En 1972, il accida
au grade d'Ingenieur General, a la tete de la Direction des Etudes et des Grands
Travaux Hydrauliques.
Dominggo Diaz-Ambrona Moreno, Spain (1969-1972)
Mr.
Moreno was born on February 10, 1905 at Cje;es (Badajoz) , he studied at the
Badajoz Institute, at the Civil Engineering College and the Central University
of Madrid where, in 1926 and 1928 respectively, he obtained the Degrees of Civil
Engineer and Lawyer. Apart from many other post-graduate studies, he also studied
Sanitary Engineering, Economics and Administrative Law at the Central University.
In 1932, he was Secretary of the Badajoz Hydraulic Works Board which proposed
an Irrigation Plan, covering an erea of 3000,000 hectares, according with which,
were authorized the works affecting the Cijara Dam (1933). Project and works
manager for the Entrepefias Reservoir on the river Tagus. Also manager of the
Estremera Canal. President of the Irrigation Commission of the I and II Development
Plans, which involved the instalation of irrigation works covering an area of
more than 450,000 hectares (1962-1969). Head of Technical Advisory Staff of
the Ministry of Agriculture (1965-1969). Director of the Guadiana Hydrographic
Confederation (1963-1971) which was mainly responsible for the Banadajoz Plan
(140,000 hectares). Vice President of the ICID frpm 1969-1972. Secretary of
the Spanish National Committee (1955-1974) and President of the same (1974-1976).

Mr. Wayne D. Criddle, USA (1970-1973)
Mr.
Wayne D, Criddle is President of Clyde-Criddle-Wppdward, Inc., Consulting Engineers
of Salt Lake City, Utah, USA. He spent 20 years in teaching and irrigation research.
He has served as engineering consultant on the Jordan River problems in the
Middle East and on division of the waters of the Indus River between India and
Pakistan. He was responsible for setting up the water requirements for many
of the irrigated lands in the lower Colorado River Basin and such uses were
adopted by the US Supreme Court in Arizona vs. California. He has worked on
irrigation, water conservation and related problems throughout the western United
States and in many countries of Europe, Middle East, Africa, Southeast Asia
and Central and South America. He is co-author of the Blaney-Criddle method
of computing water requirements that has been used widely throughout the world
for water resource planning and development. He holds membership in various
professional societies. He has served as Chairman of the US Committee of ICID
and as a Vice President of the ICID from 1970-1973.
Mr. S.K. Jain, India (1970-1973)
Mr.
Jain was born on 17 January 1916 in Delhi, Mr. S.K. Jain did C.E.(Hons.) from
Thomson College of Civil Engineering, Roorkee in 1936. He joined the UP Irrigation
Department in 1939, and rose to the rank of Chief Engineer in 1965, after working
in different capacities. In 1967 he was appointed Chairman, UP State Electricity
Board. In March 1969, he came to the Centre on deputation as Member, Water and
Power Commission. In March 1970, he was elevated to the Office of Chairman,
Central Water and Power Commission, the highest technical engineering post in
the field of irrigation and power in the country, and was conferred the status
of Ex. Officio Secretary to the Government of India in February 1973. He retired
on 17th January 1974. Mr. Jain visited UK, USA and other European countries
a number of times and his last vist to UK was in June 1971 when he went there
to attend the IEC Meeting of ICID as its Vice President. Mr. Jain was the President
of Central Board of Irrigation and Power in the year 1970 and Vice President
of ICID from 1970-1973. Mr. Jain is a member of the Indian Geo-technical Soceity,
and fellow of Institution of Engineers (India) and Indian Standard Institute.
In January 1963, he was awarded "Padma Sri" for personal merit and
commendable work on the design and construction of Rihand Dam.
Dr. Ing. Stoiko Zdravkov Tsanov, Bulgaria (1970-1974)
Ne
en 1924 a Koula, Bulgarie. A termine avec la mention "Tres bien" ses
etudes secondaries et apres concours, passe avec succes, devient etudiant boursier
a l'Institut Superieur de Genie Civil, le terminant avec succes en 1953. Est
entre au service de la Direction "Ressources en eaux", ou il s'occeupe
de travaux scientifiques. De nouveau, apres concours il part pour Moscou pour
preparer et defendre avec succes son Doctorat en problemes de l'irrigation par
aspersiion. Apres son retour en Bulgarie il devient ingenieur en chef du service
"excploitations des systemes d'irriation". Dana la periode 1959-1967
sous sa direction toute une serie de projets d'irrigation et de mise en valeur
et bonification des terres est mise a l'etude et en execution. Sous sa direction
pour premiere fois dans le pays est pose le debiut du travail de recherches
scientifiques, d'etude et d'investigation dans le domaine de l'irrigation par
aspersion. De 1968 a 1974 il est chef d'organisation la plus importante du pays
sur les problemes de ressources en reaux et d'amenagement hydraulique - l"Institut
de Designers d"Etat "Vodproekt". Il est membre de plusieurs commissions
gouvernmentales pour la prestation d'assistance techniqwue aux pays en voie
de developpement. Sous sa direction personnelle sont elabores plusieurs projets

Mr. Abelardo Amaya Brondo, Mexico (1971-1974)
Mr.
A.A. Brondo was born on 19 April , 1918 in Mexico. He was Agronomist, Specialist
in Irrigation, National School of Agriculture, Chapingo, Mexico, Generation
of 1935-1941, Professional degree No.25186. He was involved in many official
professionals activities such as National Irrigation Commission,Secretariat
of Hydraulic Resources, General Technical Inspector, Secretariat of Agriculture
and Hydraulic resources, and member of the many professional societies and institutions.
He was Vice President of ICID from 1971-1974. He participated in many IEC meetings
and Congresses of ICID.
Mr. S. Kantor, Israel (1972-1974)
Mr.
Kantor was born on 15 January, 1925 in Poland. Diploma in Enginer, Technion
- Israel Institution of Technology, 1949. He is specialized in Civil Engineering,
Water Supply and Sanitation. He was head of advisory mission to the Government
of Nepal, 1961; Director, ITCC, 1967; Vice President ICID 1972-1974; Consultant
to the IBRD(World Bank) on Rural Water Supply and Sanitation, 1974; Advisor
to the Government of Salvador and Nicaragua on project planning (short assignment),
1975; Member of the various advisory committees in Israel. Took part in ICID
activities. Has delivered lectures on water supply, as guest lecturer, in the
University of KARLSRUHE in Germany, 1970. Author of many articles.
Dr. H. Zolsmann, Germany (1972-1975)
Mr.
Zolsmann was born on 10 April, 1920, studied at the Technical University Munich
and graduated there in 1948 with the degree "Diplom-Ingenieur" for
civil engineering. He started his career in water resources administration of
the federal state of Bavaria, where in 1950, he underwent successfully the government
examination, to entitle him for senior government service. Between 1951 to 1958
he was employed in the water administration office of the district Weilheim/Upper
Bavaria. In October 1958 he accepted the offer of assignment by the Federal
Minister of Food, Agriculture and Forestry in Bonn up to 1975 as Chief of the
division of Water Resources, agriciultural water engineering and coastal protection.
In April 1975 he was promoted head of the sub-department "Rearrangement
in Rural Territory".He was active member of the Board, or Chairman, in
numerous national associations and participates in the work of several international
organizations. He was Chairman of the German National Committee of ICID and
Vice President of ICID from 1972-1975.
Mr. J.P. Naegamvala, India (1973-1976)
Mr.
J.P.Naegamvala was born in Poona on 27 February, 1919 and was educated in Poona
and Bombay. He took his B.E. degree in Civil Engineering in 1940 after a brilliant
academic career. He is a Fellow of Institution of Engineers (India) and the
American Society of Civil Engineers. He was member, Central Water and Power
Commission. Prior to April 1970, he was Chief of Irrigation Division of the
Indian Planning Commission. He was Chief Engineer (Irrigation Projects) and
Joint Secretary to the Government of Gujarat and was associated with the major
irrigation development in that state. He was Professor and Head of the Department
of Civil Engineering at the College of Engineering Poona. He was Vice President
ICID from 1973-1976.
Mr. Suyono Sasrodarsono, Indonesia (1972-1975)
Mr.
Sasrodarsono, born in 1926, graduate of Civil Engineering from the Institute
of Technology, Bandung. He served as Engineer at the Directorate of Housing,
Ministry of Public Works and Water Resources Development, head of the Provincial
Public Works and Water Resources Development of South Sumatera Province, Director
of the Directorate of Building, Housing and Regional Planning, Ministry of Public
Works & Water Resources Development, Attached to the Ministry of Water Resources
Development (which later became the Directorate General of Water Resources Development
of the Ministry of Public Works and Water Resources Development, Secretary General
of the Ministry of Public Works and Water Resources Development, Minister of
Public Works and Water Resources Development and Member of the Supreme Advisory
Council of the Republic of Indinesia. He was awarded Doctor Honoris Causa by
the Delft University of Technology, The Netherlands. In this assignment he was
an active supporter of the ICID, which he served in several functions. He was
Vice President of ICID from 1972-1975).
Mr. Maurice N. Langley, USA (1973-1976)
Mr.
Langeley received his B.S. Degree from Colorado State University, Fort Collins,
Colorado. He has 35 years of professional experience in water and land resources
activities with Colorado State University. He is the author of over 50 publications
and special articles on water and land resources and has acted as a consultant
to a number of foreign countries. From 1956 to late 1958, he was Chief of the
Operations Division in charge of all land and water activities related to the
operation, maintenance, drainage land classification etc. of irrigation projects
in Southwestern Arizona and Southeastern California serving water to some 7000,000
acres. He received an incentive Award, an outstanding Service Award, and the
Department of Interior's Meritorious Service Award. In 1959 Mr. Langley joined
the Commissioner's staff of the Bureau of Reclamation in Washington, D.C. and
shortly thereafter was appointed Chief of the Operations Branch in the Division
of Irrigation and Land Use. During the period that he was Chief of the Division,
he also served as the Department of Interior's representative on the FAO/UNESCO
Source Book on Irrigation and Drainage Saline and Alkaline Soils; was Chairman
of the Department's Reservoir Water Quality Management Task Force; was a member
of the National Technical Advisory Committee on Water Quality Criteria; served
as a collaborator for the US Department of Agriculture's water conservation
Laboratory at Pheonix, Arizona; took a leading role in the 1967 International
Water for Peace Conference in Washingdon D.C., and carried out numerous other
special assignments. In 1968, he was awarded the Department of Interior's highest
award - its Distinguished Service Award. He was Vice President of ICID from
1973-1976.
Prof. John L. Bogardi, Hungary (1973-1976)
Dr.
Bogardi was born in 1909 at Torda, Hungary. He graduated and obtained certificate
in Civil Engineering at the Budapest Technical University in 1931. From 1932
to 1940 he was with the Hungarian River Engineering Service. In 1937 and 1938
he conducted post-graduate studies at the Graduate College, State University
of Iowa City, USA, where he obtained a Master of Science degree. From 1945 he
was Director of the Hungarian Hydrographic Institute; subsequently, from 1953
to 1962, department head at the Research Institute for Water Resources Development,
Budapest, Hungary. He obtained the Dr. Techn Degree in 1943 at the Budapest
Technical University, where he became associate professor in 1948. In 1952 he
was awarded the degree of Doctor Return Technicarum by the Hungarian Academy
of Sciences, of which he was elected a corresponding member in 1962 and as a
regular member in 1973. In 1962 he became full time professor at the Budapest
Technical University. From 1958 to 1965 he was President of the Hydrometeorological
Commission for Europe of WMO. He was member of several international scientific
associations and committees. He is actively engaged by several specialized agencies
of UNO, FAO, WMO , IAEA, UNESCO for which he has acted repeatedly as an expert.
He was Vice President ICID from 1973-1976.
Dr. T.H. Anstey, Canada (1974-1977)
Dr.
T.H. Anstey received his B.S.A. and M.S.A. degrees from the University of British
Colombia, Vancouver, Canada. His doctoral degree was awarded by the University
of Minnesota, St. Paul, USA. He has spent his professional career with the Research
Branch of the Canada Department of Agriculture, first as a research horticulturist
at Agassiz, B.C. followed by a series of station directorship, and for the past
five years as Assistant Director-General (Western) Research Branch, Commencing
in 1952 as Director, Research Station, Summerland, B.C. Dr. Anstey had responsbility
for the free fruit research program in an arid irrigation-dependent environment.
From1959-1969, as his association and knowledge of both irrigation and drainage
expanded he became Director of Canada's major irrigation station situated at
Lethbridge, Alberta. It was during this period that Dr. Anstey was appointed
Chairman of the Canadian National Committee. He has been actively involved with
professional agricultural associations in Canada having held several offices
in the Agricultural Institute of Canada and was its national President in 1970.
He was Vice President of ICID from 1974-1977.

Mr. J.G. Daniel, Malaysia
(1975-1978)
Mr.
Daniel was born on December 31, 1921, Mr. J.G. Daniel had his early education
in Kuala Lumpur and graduated in Civil Engineering from the London University
in 1953. He has spent his whole career in the Drainage and Irrigation department
in Malaysia, to start with as Assistant Engineer then rising to the Director
General, Drainage and Irrigation, Malaysia. He was the Chairman of the Malaysian
National Committee of ICID and Chairman of the Malaysian Water Resources Committee.
He was President of the Institution of Engineers, Malaysia. He was Vice President
ICID from 1975-1978.
Dr. M. Shafic Safadi, Syria (1975-1978)
Dr.
Safadi was born in 1922 in Damascus (Syria) received his Doctorate from Nancy,
France, in 1956. He has spent his professional career with the Ministry of Public
Works and Hydraulic Resources, Syria, first as Chief of Ground Water Bureau
from 1950-1964, then as Director of Irrigation and Hydraulic Power from 1964-1972.
From 1972 he holds the high office of Vice Minister of Public Works and Hydraulic
Resources. He has, to his credit, a number of publications and articles on water
resources in Syria. He was awarded in 1962 the First Prize on Scientific Research
from the High Council of Sciences. He has been active in a number of Professional
societies. He was Vice President of ICID from 1975-1978.
Mr. R.A. Wilkins, Guyana (1976-1979)
Mr.
Wilkins has been a member of the Guyana National Committee of ICID since 1958
and Chairman since 1962. His international involvement has been extensive, advising
on agricultural and water resource development in Nigeria, Barbados, Zambia,
Rhodesia and Brazil. He has presented a number of papers on water control. He
was a member of AGU, American Society of Photogrammetry, Fellow of the American
Congress on Surveying and Mapping and member of the International Society of
Sugarcane Technologists. He has been responsible for the complete rehabilitation
of the water control system related to the sugar industry to Guyana. He was
elected a fellow of the Royal Geographical Society in 1946 and awarded an O.B.E.
in 1964 for services to water resource development. He was Vice President of
ICID from 1976-1979.
Prof. Dr. H. Grubinger, Switzerland (1976-1979)
Prof.
Dr. H. Grubinger took his M.Sc. degree in water management engineering in 1947.
Eng. Dr. in 1951, Ph.D. (Geology) in 1953 and inauguration (Vienna) in 1955.
He worked as an Engineer for flood control and feeder road systems in the mountain
regions in Austria. In 1952, he conducted hydrological studies in East Austrian
Plans and also worked as Construction Engineer for ground water exploration
and irrigation schemes. Later he joined as Lecturer at the University of Bodenkultur,
Vienna. In 1960, he became official expert in the Austrian Federal Ministry
of Agriculture and Forestry for water management and land improvement/reclamation.
Since 1961 he was Professor of land and water use and water management and head
of the Institute for land reclamation at the Swiss Federal Institute of Technology,
Zurich. He was President , Swiss National Committee (CH-AGRID) of ICID and CIGR
during 1964-1970; has been President Swiss Federal Commission for Land Use and
Land Improvement since 1966; has been Vice President of Section I of the "Commission
Inernationale du Genie Rural" (CIGR); and has been Member of the FAO-Working
Group "Irrigation and Drainage" since 1971. He was Vice President
of ICID from 1976-1979.
Mr. C.C. Patel, India (1976-1979)
Mr.
Patel was born on April 26, 1926. He took his B.E. Civil Engineering First Class
Honours standing First in the Bombay University with distinction marks, in 1948.
He also stood First at Indian Railway Service of Engineers (IRSE) and Central
Engineering Service (CES) examinations held by the UPSC in 1950. Mr. Patel's
field of specialization has been the planning, design, construction and operation
of single and multi-purpose river valley projects for integrated basin/regional
development by the coordinated use of ground and surface water resources. He
has also been associated with the water policy, water law, water administration
and water management taking into account pollutional, ecological and environmental
aspects. He worked as a member of the Experts Committee constituted by the Government
of India for investigating the causes of rise in costs of irrigation and multipurpose
projects and member of the Western Yamuna Canal Augmentation Tubewell Schemes
in Haryana, set up by the Government of India in September 1972. Mr. Patel has
travelled several countries as leader. Member of Indian Delegations or for technical
work pertaining to various projects. He was member of many professional societies.
He was Additional Secretary to the Government of India and Chairman/Co-Chairman,
Indo-Bangladesh Joint Rivers Commission, Ministry of Agriculture and Irrigation
(Department of Irrigation), New Delhi. He also worked in the World Bank. He
was Vice President of ICID from 1976-1979.
Dr. B.G. Shtepa, USSR (1977-1980)
Dr.
Shtepa was born in 1922, graduated from the Azerbaijan Agricultural Institute
and got sthe speciality of the Hydraulic Engineer. In 1971 he was the USSR Deputy
Minister of Land Reclamation and Water Management. He is the author and co-sordinator
of large scale development in the integrated use of land and water resources
in the Volga. He offered a number of ingenious engineering decisions for canal
protection against thaw and storm water. He is the author of 110 books and articles
among them being Land Improvement in the USSR, Land Reclamation and Water Management
in Bulgaria, Land Irrigation and Drainage in Iraq, Water Management in Kuwait,
Land Reclamation and Water Management in the USA and many others. Beginning
from 1973 he was the Chairman of USSR National Committee, ICID. He was Vice
President of ICID from 1977-1980.
Mr. A.M. Ibrahim, Sudan (1977-1980)
He
was born on 7 April, 1929, obtained Diploma in Civil Engineering, University
of Khatroum (1958-1954), MICE (1960), MASCE (1960). He was irrigation advisor,
Ministry of Irrigation and HEP, and Commissioner Jonglei Development Projects
(Deputy Ministry Status), and Chairman of the Permanent Joint Technical Commission
for Nile Waters. He was Vice President ICID from 1977-1980.
Mr. Tome Kuzmanovski, Yugoslavia (1977-1980)
Mr.
Tome Kuzmanovski,, Dipl. Engineer in agriculture and Master of Science in Agriculture-Irrigation
was born in 1926 in Macedonia, distinctly arid and region of Yugoslavia where
irrigation is most developed. He completed his studies at the Faculty of Agriculture
and the 3rd degree in meliorations.He was president of Yugoslav Society on Drainage
and Irrigation, Yugoslav National Committee of ICID. He participated in all
expert manifestation (seminars, symposia, consultations, congress) in Yugoslavia
dealing with land improvement problems. Mr. Kuzmanovski, being an Assistant
Federal Minister to the Government of Yugoslavia is responsible for the management
and development of water resources in the country. He is author of a large number
of works in water resources management which have appeared in leading Yugoslav
publications. He was Vice President of ICID from 1977-1980.
Mr. G. Walter Schulz, USA (1978-1981)
Mr.
Water G. Schulz is a consulting water and land engineer in Sacramento, California,
USA. He has a BS degree in civil engineering from the University of California.
From 1938 until 1960 he was employed by the State of California in its water
resources agencies and attained the position of Assistant State Engineer and
Chief Engineer from Design and Construction. Since April 1977 he has been an
individual consultant in water and land resources and a Senior Consultant to
Leeds, Hill and Jewett, Inc. He is a Fellow of the ASCE and is a member of the
US Committee of ICID, US Committee on Large Dams, AGU, AAAS, ASA, SSSA, AICE,
Consulting Engineers Councili, Chi Epilson and Tau Beta pi. He served as Chairman
of the US National Committee of ICID from 1975-1977, and Vice President of ICID
from 1978-1981.
Mr. Halem N. Al-Rawi, Iraq (1978-1981)
He
was born in 1934. He was educated at the University of California, Berkeley,
USA, B.Sc. 1956 and M.Sc. in 1958. He was lecturer in Higher Industrial Engineering
Institute and College of Technology Al-Musstansiria University. He was member
of many professional societies and author and co-author of many publications
and articles. He visited abroad most of the countries. He was consulting engineer,

Dr. Karl Zanker, Germany
(1979-1982)
Dr.
Zanker was born on 28 January 1927 at Weilheim/Teck. And got his Diploma in
Civil Engineering (Water Resources) at the University Stuttgart. He was awarded
the Degree "Dr. techn." at the Technical University Graz/Ausria (Thesis
on a drainage problem). He was responsible for planning and allocations of federal
government investments in drainage, irrigation, flood control reservoirs, torrent
control, river regulation, flood control structures, coastal protection and
roads, water supply, sewerage systems and disposal in rural areas. He was author
of about 100 publications, mainly on technical, scientific topics on various
aspects of water resources engineering. He was the Chairman of German National
Committee of ICID, and was Vice President of ICID from 1979-1982.
His Excellency Alfredo L. Junio, Philippines (1979-1982)
Mr.
Junio was born on 29 November, 1918 at Limay, Bataan, Philippines. He got degree
of Bechelor of Science in Civil Engineering in 1939 (Cum Laude) from University
of the Philippines and in 1947 he got Master of Science in Civil Engineering
(Structural Engineering) degree from Massachusetts Institute of Technology (MIT),
USA. He was Minister in the Ministry of Public Works, Transportation and Communications.
He was Professor and Chairman, Department of Civil Engineering, University of
Philippines. He was Dean University of Philippines, college of engineering,

Mr. N.O. Papoola, Nigeria (1980-1983)
Mr.
N.O. Papoola was born on July 17, 1934 (Nigeria). He is B.Sc. (Civil) Diploma
in Hydraulics. He was Permanent Secretary, Federal Ministry of Water Resources
frolm 1979 onward. He was member of the Nigerian Society of Engineers. Past
Vice President of the Commission for Hydrology of the WMO. Registered Member
of the Council of Registered Engineers of Nigeria. He was Vice President of
the ICID from 1980-1983.
Prof. Ir. A. Volker, Netherlands (1980-1981)
Prof.
Volker was born in Rotterdam (The Netherlands) on 3 July, 1917. After Primary
education in the Netherlands and in France and secondary education in The Netherlands,
he entered the Delft University of Technology in 1934 and graduated in 1940
as "Civil Engineer". He was senior engineer for foreign relations
in the Directorate for Water Management and Hydraulic Research of Rijkswaterstaat.
He attended almost all the Congresses and IEC meeting since 1960. He was member
of Permanent Paper Committee since 1966 (Now PCTA) and Chairman 1976-1978. He
was author of various publications in the field of hydrology, geophysical prospecting,
reclamation, delta development, etc. He was Vice President of ICID from 1980-1981.
Mr. C.J. McAndrews, Canada (1980-1983)
Mr.
McAndrews was born in Retlaw, Alberta (Canada) on 12 June 1926. He graduated
in Agriculture from University of Alberta in 1950, received a Master's of Agriculture
degree from Colorado State University in 1962, and in 1968 he got Diploma in
Management from Banff School of Advanced Management. He was President University
of Alberta Alumni Association (1973-1974); Member, University of Alberta Senate
(1972-1974); Member, St. Michelles Hospital Board of Directors Lethbridge (1963-1966);
Member. Canadian National Committee on Irrigation and Drainage from 1976 onward.
He held professional membership with Agricultural Institute of Canada, Alberta

Dr. Imre Petrasovits, Hungary (1980-1983)
Dr.
Imre Petrasovits was born in 1925 in Hungary and educated at Law School of Kolozsvar
(1943-1947) and University of Agricultural Sciences, Debreen (1944-1948). He
got specific degree in Academic Doctor of Agricultural Sciences He was Professor
of hydrology, Head of Department of Water Management and a melioration, University
of Agriculture Sciences, Godollo from 1963 onward. He was also FAO expert in
Syria from 1967-1970. He was Co-president of the Hungarian Hydrologic Society;
President of Evapotranspiration working group; Society of the Hungarian National
Committee; President of the Irrigation Committee of the Supreme Court; Member

Mr. Clifford I. Barrett, USA (1981-1984)
Mr.
Barrett has a B.S. Degree in Civil Engineering from the University of Denver
and is a registered professional engineer. In September 1981, Mr. Barrett was
appointed Regional Director of the Upper Colorado Region, Bureau of Reclamation.
Prior to this assignment he had been Assistant Commissioner of the Bureau of
Reclamation since August 1976. He began his career with the Bureau of Reclamation
in 1956 as an engineer in the Denver Office of Design and Construction after
graduation from the University of Denver in 1954 and a 2 years tour of duty
with the US Army. In 1958, he was assigned to the Concrete Dams Branch in Denver
and, in 1959, transferred to Sacramento as a hydraulic engineer. He also served
on the Board of Directors of the United States National Committee of the World
Energy Conference. He was granted the Department of the Interior's Meritorious
Service Award. He was Vice President of ICID from 1981-1984.
Chaudhry Altaf Hussain, Pakistan (1981-1984)
After
graduating in Physics and Mathematics in one of the leading College of Asia,
Viz. Government College, Lahore in First Division, Mr. Chaudhary joined the
Punjab college of Engineering and Technology, Lahore and got the B.Sc. in Civil
Engineering degree also in First Division. In 1947 he joined the Punjab Irrigation
Department and in 1954 he was specially selected as Member/Secretary of the
Pakistan Canal Water Delegation for negoitation of the Indus Basin Treaty with
India under the auspices of the World Bank. Later on he was appointed Chief
Engineering Advisor to the Government of Pakistan in March 1974. He was Vice

Dr. Jose Maria Martin Mendiluce, Spain (1983-1986)
Dr.
Jose Maria Martin Mendiluce was born on 31 January, 1925. Graduating as Civil
Engineer in 1950. He worked at the Tajo Hydrographic Confederation upto 1957,
and then moved to the studies section of the General Directorate of Hydraulic
Works. In 1963 he was appointed Head of the Division of Techniques and Hydraulic
Structures at the General Directorate of Hydraulic Works, since 1968, he is
Director, Hydrographic Studies Centre, Ministry of Works and Urbanism, Government
of Spain. He has been actively associated with numerous studies of irrigation
and water supply projects in Spain, Ecuador, Venezuela and Dominican Republic.
Special mention may be made of the Madrid water supply project (Western Solution)
and the projects of Tajo-Segura Transfer and Ebro-Eastern Pyrennees Treansfer,
all in Spain. He was President of Spanish National Committee, ICID and Vice
President of ICID from 1983-1986.
Mr. S. Ruanglek, Thailand (1983-1986)
Mr.
Ruanglek was born on 18 April 1925. He obtained Bachelor's Degree from Military
Technical Cadet, Thailand in 1947; B.S. (Mechanical Engineering) in 1952 from
Massachusetts Institute of Technology, USA; M.S. (Mechanical Engineering) in
1953 from Puurdue University USA; and Degree of Merit from the National Defence
College, Thailand, in 1976. After serving in various capacities Mr. Raunglek
became Deputy Director General for Construction, Royal Irrigation Department,

Nwa was born on 3 July 1939 in Nigeria. He graduated in B.Sc. (Hon) Agricultural
Engineering, California State Polytechnic University. M.Sc. Agricultural Engineering
Michigan State University. Ph.D. Agricultural Engineering Ohio State University.
He was Professor and Head, He was member of many Learned Socieites. He was Chairman,
Technology, Research Committee, Faculty of Engineering, Zaria. 1981-1983; Irrigation
Research Committee, Institute for Agricultural Research, Zaria 1980-1983. Dr.
Nwa has published several accredited technical papers in reputed journals. He
was Vice President of ICID from 1984-1987.
Dr. Pier Luigi Romita, Italy (1984-1987)
Dr.
Romita was born in Torino (Italy) on July 27, 1924. He obtained a B.Sc. degree
in Civil Enginering at the University of Rome in 1947. In 1954 he obtained a
Ph.D. in Hydraulics from the Polytechnic of Milano. In 1949 and 1950 he followed
lessons and seminars and carried out research in many universities and Hydraulics
Laboratories in the USA. He was Director of the Institute of Faculty of Agricultural
Sciences of the University of Milano, which is responsible for the organization
of all the courses given by the University of Milano in the field of water management,
soil conservation, irrigation and drainage. He was member of ITAL-IC ID, Italian
Association for Rural Engineering, Italian Hydrotechnical Associations, Italian
Association for Sanitary Engineering, International Association for Hydraulic
Research. He was in political activity in Italy. He was member of the Italian
Parliament since 1958 and has been many times member of the Italian Government
as Under Secretary for Public Works and for Education and as Minister for Scientific
Research. He was also Minister for Regional Affairs. He was Vice President of
ICID from 1984-1987.
Md. Amjad Hossain Khan, Bangladesh (1984-1987)
Mr.
Khan was born on 1 January 1932, he was Additional Chief Engineer, Indo-Bangladesh
Joint River Commission, Bangladesh from 1981 onward. He was also Vice-Chairman,
Bangladesh National Committee, ICID; Member, Bangladesh National Committee on
Large Dams; Vice President, Institution of Engineering, Bangladesh from 1980-1981;
Chairman, Dhaka Center of the Instutiton of Engineers, Bangladesh, 1981-1982.
He was Vice President of ICID from 1984-1987.
Mr. P.R. Gandhi, India (1985-1988)
Mr.
Gandhi was born on 25 December 1931. He graduated in Civil Engineering and became
a Fellow of Institutiion of Engineers (India). He has received training for
senior executive at the Administration College, Bombay in 1972 and attended
course in 1976 at the Indian Institute of Public Administration, New Delhi.
He was Secretary to Government of Maharashtra, Irrigation Department since August
1981.He has published 24 articles and has authored a book on "History and
Practices of Management of Irrigation Waters in Maharashtra". He was Vice
President of Central Board of Irrigation and Power in 1983 and is the recpient
of Shanti Yadav Mohan Award for 1984-1985, CBI&P. He was Vice President
of ICID from 1985-1988.
Dr. M. Nakahara, Japan (1985-1988)
Dr.
Nakahara was born on 26 November 1926. He passed Bechelor of Agriculture in
1952 and took Doctorate in Agriculture in 1981 from the Kyushu University, Japan.
He worked FAO Trainee in 1958 with TVA, USBR and US Army Corps of Engineers.
He was Executive Director, Japanese Institute of Irrigation and Drainage and
Director General, National Research Institute of Agricultural Engineering (1984-1985).
He has delivered lectures on Design and Irrigation facilities, etc. at various
training courses organised by MAFF. He was Vice President of ICID from 1985-1988.
Dr. M.G. Bos, The Netherlands (1985-1988)
Dr.
Bos was born on 16 March 1943 in Ede, The Nethelands. He passed M.Sc. (Civil
Engineering) with specialisation in irrigation and hydraulics from Delft University,s
1967 and did his Ph.D. in Agricultural Engineering in 1984 from the University
of Agriculture, Wageningen. He is Senior Research Engineer with the International
Institute for Land Reclamation and Improvement, Wageningen since 1971. He is
author/co-author of four books and thirty five papers, out of which thirteen
papers related to his work for ICID. He has been Chairman of Working Group on
Irrigation Efficiency (since 1976), Secretary of Working Group on History (since
1977). He was Vice President of ICID from 1985-1988.
Mr. Jader Fernandes De Carvalho, Brazil (1986-1989)
Mr.
Carvalho was born on 3 June 1934. He graduated as an Agricultural Engineer in
1959, Recife-Pernambuco, Brazil. He attended one year course in irrigation and
agricultural development in USA in 1965 In 1968 he was appointed Executive Secretary
of the Interministerial Group on Irrigation for Agricultural Development (GEIDA).
He was Assistant to the Planning Director Company for the Development of the
Sao Francisco Valley; Member of the Commission No.08 of the Brazilian Association
for Technical Norms for Irrigation Equipment; Deputy President of the Brazilian
National Committee, ICID. He was Vice President ICID from 1986-1989.
Dr. Mahmoud Abdel Halim Abu-Zeid, Egypt (1986-1989)
Dr.
Abu-Zeid was born on 29 July 1935, took B.Sc. Civil Engineering from the Cairo
University, and M.Sc. (Irrigation) in 1960 and Ph.D. from the California University
in 1962. He is a fellow of the Economic Development Institute, IBRD. Dr. Abu-Zeid
occupied various research positions in the Ministry of Irrigation till he became
the Director of the Water Distribution and Irrigation Systems Research Institute.
He was Chairman of the Water Research Centre which controls eleven research
institutes involved in different fields of irrigation water and its management.
He has contributed a large number of papers through his scientific research.
In 1986 he was awarded a First Class Medal of Honor by the H.E. President of
the Republic of Egypt for his valuable contribution to maximizing the benefits
from the precious drop of water. He was Vice President of ICID from 1986-1989.
Prof. D.J. Constable, Australia (1987-1990)
Prof.
Constable was born on 29 September 1928 in Victoria, Australia; received civil
engineering degree from the Melbourne University, 1955; was Director Overseas
Projects Corporation, Victoria. Has been Chairman of State Rivers and Water
Supply Commission, Victoria (1983-1984); General Manager and Member of Board,
Rural Water Commission, Victoria the successor body to SRWSG (1984-1987). He
was Chairman of the Australian National Committee, ICID, and Vice President
of ICID from 1987-1990.
Prof. L.S. Pereira, Portugal (1987-1990)
Prof.
Pereira was born on 13 August, 1942 in Elvas, Portugal; received doctoral degree
in Hydrology from Zurich (1977) and post-doctoral degree in irrigation and drainage
from Lisbon (1980); is Professor since 1970 and Head since 1983. Agricultural
Engineering, Technical University, Lisbon; He was Director General, Hydraulics
and Agriculture Engineering, Ministry of Agriuculture 1977-1980; member of the
Research Centre, Scientific Board and several specialised committees; responsible
since 1985 for research coordination orientation in irrigation and drainage
at National Institute of Agriculture Research, etc. He was Vice President of
ICID from 1987-1990.
Dr. H.M. Hill, Canada (1987-1990)
Dr.
Hill was born on 23 October 1934; received Athlone and NRC fellowships, and
D. Phil. from Oxford (UK), 1966; has been Director General since 1977, Prairie
Farm Rehabilitation Development and Operation of Programs for Soils Conservation
and Water Development on the Canadian Prairies; Chairman Canadian National Committee,
ICID; Member of many professional socieities; faculty, Universities of Waterloo
and West Indies; has to his credit many papers and research reports on hydraulics,
sediment transport, irrigation, drainage, land use, drought, soil conservation
etc. He was Vice President of ICID from 1987-1990.
Mr. G. Manuellan, France (1989-1991)
Mr.
Manuellan was born in 1923, an Agricultural Engineer (1948) with specialization
in land development and hydraulic engineering (1950), is General Advisor (Irrigation,
drainage, dams, river training and river basin development) in the Ministry
of Agriculture, Government of France; Member French National Committee on Water
Legislation; Chairman AFEID; Member, Governing Board of the IIMI and Chairman,
IIMI Program Committee; and with 38 years experience of hydraulic and agricultural
engineering works, is consultant to several international, bilateral and multilateral
organizations. He was Vice President of ICID from 1989-1991.
Mr. B.P. Bhatnagar, India (1989-1991)
Mr.
Bhatnagar was born in March 1933, obtained B.E. (Hons) (Civil) 1952; has been
Secretary to Government, Irrigation Department, Rajasthan, since April 1988;
and was Secretary to Government, Indira Gandhi Nahar Department, cum-Adminstrator
and Chairman, Indira Gandhi Nahar Board (1986-1988); Chief Engineer-cum-Additional
Secretary to Government, Irrigation Department, Rajasthan (1984-1986); Chief
Engineer, Mahi Bajajsagar Project (1982-1984); Chief Engineer (WAPCOS); Pugyi
Project Implementation and Coordination Committee, Burma (1975-1982). He was
Vice President of ICID from 1988-1991.
Mr. Shams-ul-Mulk, Pakistan (1989-1992)
Mr.
Shams-ul-Mulk graduated in engineering in 1954 and joined the NWFP PWD (Irrigation
Department) in Pakistan. In 1959 he joined the WAPDA and became Member and Managing
Director (Water) in that organization. He has been associated with most of the
dam projects in Pakistan. He has served as Chairman, Sarhad Development Authority,
Peshawar (1976-1977), Chief Engineer/General Manager, Tarbela Dam Project (1979-81);
Executive Director, Engineering and Consulting Associates, Nigeria Limited (1981-1987);
and General Manager, Kalabagh Dam Project (1987-88). He was Vice President of
ICID from 1989-1992.
Mr. Larry D. Stephens, USA (1989-1992)
Mr.
Larry D. Stephens, B.Sc. (Agricultural Engineering) and M.B.A. , is a General
Engineer with the US Bureau of Reclamation since 1960. He joined the US National
Committee of ICID in 1966, was appointed its Executive Secretary in 1971 and
its Executive Vice President in 1984. He has attended all IECs since 1971, and
was responsible for the successful planning and operations of the 12th Congress
on Irrigation and Drainage, Fort Collins, 1984. He is the First Executive Vice
President of the American Water Foundation established in 1984, Executive Director
of the US National Committee of ICOLD since 1986, and a member of several professional
societies. He was Vice President of ICID from 1989-1992.
Dr. M.H. Amer, Egypt (1989-1992)
Dr.
Amer holds B.Sc. Civil Engineering, M.Sc. in Irrigation, Ph.D. He is Director,
Drainage Research Institute, Water Research Centre, Ministry of Public Works
and Water Resources, Cairo. He has earlier served as drainage expert and project
manager in FAO; as irrigation and drainage consultant in FAO and ILO; and as
visiting Professor of hydraulics, drainage and groundwater. He has acted as
Secretary of the Egyptian National Committee for Irrigation and Drainage (ENCID)
during the years 1969-1971 and 1977-1984, and later as President, ENCID. He
has authored more than 30 technical papers and two books in the field of irrigation
and drainage. He was Vice President of ICID from 1989-1992.
Dr. Istvan Ijjas, Hungary (1990-1993)
Dr.
Istvan Ijjas, Dipl. In Civil Engineering (1962), Dipl. In Economic Engineering
(1967) and Ph.D. (Irrigation, 1968), is presently Professor of Water Resources
Planning and Deputy Director, Institute of Water Resources and Hydraulic Engineering
and Deputy Dean, Faculty of Civil Engineering, Technical University of Budapest.
His main field of interest is computers in Engineering applications. He is a
member of many professional societies, has published many books and papers and
is recipient of a number of awards. He was Vice President of ICID from 1990-1993.
Dr. Xu Zhifang, China (1990-1993)
Dr.
Xu Zhifang obtained his B.Sc. degree in Hydraulic Engineering in 1950 from Beijing
University and Ph.D. in 1955 from Moscow Institute of Hydraulic Engineering.
He is with the Wuhan University of Hydraulic and Electric Engineering since
1956 and professor at that University. An author of several books and technical
papers and a member of a large number of professional committees, he has conducted
and guided research in the fields of hydraulics, agriculture, irrigation and
flood control. He was Vice President of ICID from 1990-1993.
Dr. J.A. Ortiz Fdz.-Urrutia, Spain (1991-1994)
Dr.
Ortiz was born in 1929, a graduate Agricultural Engineer (1958) and a Doctor
of Agricultural Engineering (1962) from Madrid University, Spain. He served
as Engineer-in-Charge of sugar beet farming (1959-1963); Engineer-in-Charge
of Agronomy Application Service (1963-1967); Director of ASPA (196901972); Professor
of CEDEX (1980-1990) and at University of Madrid (1988); Consultant, World Bank
(1988) etc. A member of several professional societies. Dr. Ortiz has held various
offices in the Spanish National Committee, ICID and AERYD, etc. He was Chief
Engineer in the Ministry of Public Works, Madrid. He was Vice President of ICID
from 1991-1994.
Dr. M.S. Reddy, India (1991-1994)
Dr.
Reddy was born in 1936, did his B.E. (Hons.) in Civil Engineering in 1958 from
Sri Venkateswara University, India. Starting his career as Design and Engineering
Assistant in 1958 in the then Central Water and Power Commission, Government
of India, became Chief Engineer (Designs) in 1985; and Member (Water Planning)
in 1989 and Chairman in the Central Water Commission. He has been associated
with the planning and design of several river valley projects in India. He has
also served as Consultant with assignments abroad, and has authored several
technical papers in the field of Civil Engineering designs, water resources
management and planning, etc. He was Vice President of ICID from 1991-1994.
Dr. Mohamed Ait Kadi, Morocco (1992-1995)
Dr.
Mohamed Ait Kadi born in 1953, obtained his Master of Science degree from Paris,
Doctorates Sciences Agronomiques' degree from Rabat, and Doctor of Philosophy
degree from Utah State University, USA. He has served on several advisory and
planning Committees of the Ministry of Agriculture and Agrarian Reform, Morocco,
as visiting professor in Italy, and has been in charge of the International
Irrigation Centre of the Department de l'Equipment et de l'Hydraulique, Morocco.
He has been actively associated with ICID activities through his membership
of TAC and several Working Groups. He was Professor at the Instittute Agronomique
et Veterinaire Hassan II, Rabat. He was Vice President of ICID from 1992-1995.
Mr. Marcel Bitoun, USA (1992-1995)
Mr.
Marcel Bitoun obtained his degree of Hydraulic Engineer in Grenoble, France,
in 1950. After working in Algeria and Israel on water supply and irrigation
projects, he worked in Pennsylvania where he was in charge of planning and design
of flood control. Mr. Bitoun joined Harza Engineering Company in Chicago in
1960 for a career of 26 years, with position of progressive importance. He was
Vice President of Harza for 15 years from 1971-1986. Since 1986, Mr. Bitoun
is a Director of Water Resources and Irrigation for Louis Berger International,
Inc. in Washington, DC. He has been active with ICID for many years. He was
President of US National Committee, ICID from 1984 to 1987. He was Vice President
of ICID from 1992-1995,
Dr. Safwat Abdel-Dayem, Egypt (1992-1995)
Dr.
Safwat Abdel-Dayem, born 1943, received his B.Sc. degree in Civil Engineering
in 1965 and Ph. D. degree in land drainage in 1984 from Cairo University. A
land drainage specialist with experience in water management waterlogging and
salinity control, Dr. Abdel-Dayem is Director, Drainage Research Institute,
Cairo. He is consultant to FAO and has worked in many Middle East and African
countries. He was lecturer of Irrigation and Drainage at a number of Egyptian
Universities and international institutes and closely associated with ICID activities
through his membership of ICID Working Groups,. He is author of over 40 technical
papers and has contributed to some books on land drainage. He was Vice President
of ICID from 1992-1995. Presently, he is working with the World Bank as Principal
Drainage Specialist.
Prof. C. Fasso, Italy (1993-1996)
Prof.
C. Fasso, Born 1920, graduated in Hydraulic Engineering from Policnico of Milano,
Italy in 1944. He was a Professor at the Agricultural School, Catholic University
in Pacenza and at the Universities of Caglari and Mogadiscio. Somalia. He was
Professor of Fluid Mechanics and Director of Department of Hydraulic, Environmental
and Surveying Engineering in the Politecnico of Milano. He is a consulting engineer
in the field of water resources, urban and industrial water supply and drainage,
design and construction of dams, and irrigation systems. He was President, Committee
for Engineering and Architecture of the National Research Council of Italy (1971-1980).
He was Vice Chairman of Committee on Practices and Member, Working Group on
Construction, Rehabilitation and Modernization of Irrigation Projects. He was
Vice President of ICID from 1993-1996.
Dr. R. Nakamura, Japan (1993-1996)
Dr.
Nakamura was born in 1937, obtained his B.Sc. degree in Agricultural Engineering
(Irrigation) in 1964, M.Sc. in Agricultural Engineering (Hydrology) in 1966
and Doctorate of Science in Agricultural Engineering (Hydrology) in 1969 from
the University of Tokyo. He was Research Fellow Lecturer (1970-1979) , Assistant
Professor (1979-1982) and Associate Professor (1982-1992) at the Agricultural
Engineering Department of the University of Tokyo. He was Professor and Head
of Department of Agricultural Engineering at the University of Tokyo. He has
been associated with ICID since 1978 and was Vice President from 1993-1996.
Mr. Yu, Kuen-Hak, Korea (1993-1996)
Mr.
Yu, Kuen-Hak, born 1935, graduated in Agricultural Engineering from the Seoul
National University (1960) and obtained a Diploma from Australia (1965). He
has worked in the Rural Development Bureau (RDB) of the Ministry of Agriculture,
Forestry and Fisheries (MAFF) and was Director, Special Area Development Division
(1978-1980, 1983-1988, 1990), and Vice Director General (1990-1992) in the Bureau.
He is the Vice President of Korean National Committee, ICID; President Korean
Society of Agricultural Engineers; and Member, Korean Professional Engineers
Association. Director General of RDB, MAFF, Korea. He was Vice President of
ICID from 1993-1996.
Mr. Henry Tardieu, France (1994-1997)
Henri
Tardieu, General Manager of CACG, a privately managed company commissioned by
the State (France) for Water Management and Rural Development. He obtained his
engineering qualifications from Ecole Polytechnic in Paris in Civl, Rural, Water
and Forest Engineering and joined the SATEC, Paris (Sociéte dAíde
Technique et de Cooperation) in 1970 and worked in Africa (Senegal and Algeria)
for four years and then joined CACG,Tarbes (Compagnie dAmenagement des
Coteaux de Gascogne) in 1974 as Head of the Hydraulics Department. He has been
involved in engineering works of various irrigation and water management projects
in France and/or abroad. He also works as Administrator of the Adour-Garonne
Basin Agency participating in deliberations of the Schema Directeur dAménagement
et de Gestion des Eaux.
He is a valued and active participant in ICID activities and is Vice President Hon. of ICID, in-charge of one of the strategic themes Basin (earlier Policy), and worked as President of the French National Committee of ICID (AFEID). He was the lead person for formulating the ICID Position Paper on Irrigation and Drainage Services -Some Principles and Issues Towards Sustainability jointly with ICID and the Task Force 3.
He has several publications to his credit in the field of Water Management, Hydraulics, Economics and Institutional Aspects. He has also been involved in the organization of international seminars and workshops.
Dr. Brane Ivan Maticic, Slovenia (1994-1997)
Dr.
Maticic was born in 1929, obtained his engineering graduate degree (1956), Master's
degree in Agricultural Engineering (1964) and doctoral degree in Drainage Engineering
(1974). He had studied in USA and The Netherlands for specialization. He has
held several highest posts. He has been associated with ICID activities for
a long time. He was Chairman of Slovenia National Committee on Irrigation and
Drainage (SLCID). Presently he is a Professor in Irrigation and Drainage Engineering,
Agrohydrology and Soil and Water Management, University of Ljubilana. He was
Vice President of ICID from1994-1997.
Mr. Ramesh Chandra, India (1994-1997)
Mr.
Ramesh Chandra was born in 1939, possesses over 33 years of professional experience
in the field of irrigation, drainage, flood management and water resources development,
Mr. Chandra is B.E. (Hons.) In Civil Engineering (Roorkee, India) and M.Sc.
(London, UK). Mr. Chandra was a Colombo Plan Fellow (1969-1970) in UK; Expert,
Ministry of Water and Power, Government of Afghanistan (1974-1979); Director,
Central Water Commission, India (1979-1982); and Director (1982-1986) and Commissioner
(1986-1993), Ministry of Water Resources, Government of India. Presenty Mr.
Ramesh Chandra was Member (River Management) in the Central Water Commission,
Government of India. He was Vice President of ICID from 1994-1997.
Dr. D.D. Zimbelman , USA (1995-1998)
Dr.
Zimbelman has over 30 years experience in hydraulic engineering, water resources
planning and water resources systems operation and maintenance. He is active
in community and professional activities. Currently serving as President of
a local water advisory board and Faculty Affiliate at Colorado State University.
He was also the President of the Board of Directors of US National Committee.
Dr. Zimbelman is currently Associate General Manager , Chief Engineer and Treasurer
of Northern Colorado Water Conservancy District, Loveland, USA. The District
is responsible for operations and maintenance of the Colorado - Big Thompson
and Windy Projects. He was Vice President of ICID from 1995-1998.
Dr. Fatma Abdel-Rahman Attia , Egypt (1995-1998)
Dr.
Fatma Abdel-Rahman Attia, born 1945, and obtained her B.Sc. M.Sc. and Ph.D.
degrees from Cairo University, Egypt with specialisation in groundwater hydrology.
She worked as Research Assistant (1966-72), Irrigation/Drainage Design Engineer
(1974-1978); and Senior Research Engineer and Head of Department at Research
Institute for Ground Water (RIGW) (1985-1990). She has been involved in several
projects in collaboration with bilateral agencies and has acted as Advisor and
Consultant to international organizations. Presently Dr. Attia is Director of
RIGW and Director of Dutch-Egyptian Project on environmental management of groundwater
resources. She was Vice President of ICID from 1995-1998.
Mr. Khalid Mohtadullah, Pakistan (1995-1998)
Mr.
Khalid Mohtadullah , born 1938, obtained his B.Sc. degree in Civil Engineering
from Pakistan and M.S. degree from MIT, USA. He also completed the advanced
Management Program at the Harvard Business School, Mass, USA. He has experience
of over 35 years in various civil engineering fields and has worked on irrigation
systems design and management, planning and preparation of irrigation and drainage
projects, regional planning for water resources, and economic and technical
monitoring and evaluation of water projects. He is a registered professional
engineer of Pakistan Engineering Council and Fellow of the Economic Development
Institute of the World Bank. He has earlier worked as Director of Sarhad Development
Authority, Peshawar, Principal, Water and Power Development Authority (WAPDA)'s
Senior Managers Staff College; General Manager (Planning) , WAPDA; and Director
(Research) and Deputy Director General in IIMI, Mr. Mohtadullah was also Member
and Managing Director (Water) of WAPDA, Pakistan. He was Vice President of ICID
from 1995-1998. Presently he is working with Global Water Partnership as Executive
Secretary.
Mr. C. Storsbergen, The Netherlands (1966-1999)
Born
1931, did his B.Sc. in civil engineering from Rotterdam, The Netherlands and
M.Sc. in Civil Engineering from Delft University of Technology in 1968. He has
a wide experience in the field of civil engineering, irrigation and drainage,
flood protection, etc. and has served in several countries like Iraq, Indonesia,
Tanzania, Surinam, Jordan, Tunisia, Colombia, Guatemala, Belgium, Burundi, etc.
in various positions. He started his career with military service in The Netherlands
and then worked as design engineer in the Ministry of Transport and Public Works,
The Hague, (1952-53); Faculty Member in Civil Engineering, Delft University
of Technology (1963-68) and thereafter joined DHV Consultants BV, The Netherlands.
He has been a member of the Working Group on Construction, Rehabilitation, Modernization
of Irrigation Projects of ICID since 1984 and Chairman since 1993. Presently
Mr. Storsbergen is working as senior hydraulic engineer with DHV Consultants
BV, The Netherlands. He was Vice President of ICID FROM 1996-1999.
Dr. Javad Farhoudi, Iran (1996-1999)
Born
August 1943, obtained his B.Sc. degree in irrigation engineering from Tehran
University (1973) and Ph.D. in hydraulic structures from Southampton, UK (1979).
Dr. Farhoudi has been engaged in research work in the field of civil engineering,
especially hydraulics, and has taught in the subjects of hydraulics, irrigation
and drainage engineering, sediment transport etc. both at under-graduate and
post-graduate levels. Dr. Farhoudi has contributed several papers for national
and international journals, has organized many technical conferences and seminars
and has participated in international conferences. Dr. Farhoudi served in various
capacities such as, Deputy Minister for Water Affairs, Ministry of Energy (1983-88);

President of ICID from 1996-1999.
Dr. Farhoudi was Chairman of the Working Group on Irrigated Agriculture under Drought and Water Scarcity (WG-IADWS) until 2000.
Dr.-Ing. Wolfram Dirksen, Germany (1996-1999)
Born
February 1940, obtained his Diploma in civil engineering from University of
Karlsruhe and Doctorate in water resources management from University of Stuttgart.
Dr. Dirksen has been associated with planning and design of waste water treatment
plans, water supply systems (1967-70), and has worked as Senior Engineer and
Assistant Professor at Institut für Wasserbau, University of Stuttgart
(1970-77), and Managing Director and Member, Executive Board, German Center
for International Training in Water and Waste Water Management (DZWA) from 1989-91.
He has been associated with ICID since 1980 in various capacities such as Secretary
of German National Committee of ICID; Member, Committee on Research and Development
(1984-90); Member and Chairman of Working Group on Publication (1989-95); and
Chairman of European Regional Working Group since 1995. Dr. Dirksen is presently
Managing Director of German Association for Water Resources and Land Improvement
(DVWK) since 1980. He was Vice President of ICID from 1996-1999.
Mr. Peter S. Lee, Great Britain (1997-2000)
Mr.
Peter S. Lee, born 1945, obtained his B.Sc. degree in Civil Engineering and
M.Sc. degree in Engineering Hydrology from the University of London. His areas
of specialisation include water resources engineering, irrigation, land drainage
and flood protection planning and management. Mr. Lee has held several positions
in the Mott MacDonald Group, UK, including Chairman, Ewbank International Consultants
(Dubai), Chairman, Mott MacDonald Thailand Pte Ltd, Chairman, Mottconsult Lda
(Portugal), Chairman, Ewbank Preece O'hEocha (Ireland) and Director. He has
travelled extensively in Europe, Middle East and Asia and was involved in several
key projects in Pakistan from 1982-88. Mr. Lee is a member of Institution of
Civil Engineers and Institution of Water and Environmental Management. He has
been associated with ICID for a long time and was Chairman of British Section
of ICID from 1992-95. He was ICID representative on the UK Institution of Civil
Engineers' Water Board (1989-95). Mr. Lee has also been a member of the ICID
Working Group on Operations, Maintenance and Management from 1992 and its Chairman
from 1994; Member, Work Team on Public Relations and Publications; and Member,
Work Team on Objectives and Strategies of ICID. Presently Mr. Lee is Managing
Director, Mott MacDonald International, UK. He is Vice President of ICID from
1997-2000
Mr. David Schalk van der Merwe, South Africa (1997-2000)
Born
1940, obtained his B.Sc. (Agriculture Engineering) and M.Sc. (Ag. Eng.) degrees
from University of Pretoria, South Africa and started his career as an Agricultural
Engineer. From 1963-67, he taught at the University of Pretoria and in 1969
registered as a Professional Engineer. He joined the Water Research Commission
(WRC) as Chief Project Development Officer in 1976 and was promoted as Senior
Adviser to WRC in 1979. Mr. van der Merwe has been involved in various research
activities in irrigation, climatology, hydrology, groundwater, salinisation
etc. He is a member of several professional societies in South Africa and aborad,
including the American Society of Agricultural Engineers and South African Irrigation
Institution.
Mr. van der Merwe has attended several ICID International Congresses and was instrumental in South Africa becoming a member of ICID. He is also the Chairman of the South African National Committee of ICID and a member of ICID Permanent Committee for Technical Activities, Vice Chairman of Africa Focus Group and Chairman of Working Group on Impacts of Drought on Irrigated Agriculture. He is also ICID Strategy Theme Leader on the subject: Systems. Currently Mr. van der Merwe is Deputy Executive Director of WRC since 1981. He is Vice President of ICID from 1997-2000.
Mr.
Qishun Zhang, China (1997-2000)
Born
1937 has a long experience of over 37 years in the field of research, design
and construction related to irrigation, flood control and sedimentation. He
has extensive experience of irrigation and drainage in the lower reach of Yellow
river and has worked as an expert/team leader for many projects at home and
abroad. He started his work with the China Institute of Water Resources and
Hydropower Research (IWHR) as Engineer from 1958. He then worked with and became
Vice Director of Institute of Planning and Design Research, Ministry of Water
Resources and Electric Power of China in December 1969. From 1979-84, he worked
as Vice Director of the Department of Sedimentation Engineering at IWHR. Mr.
Zhang is a member of IWRA, China Society for Sustainable Development and Vice
President and Secretary General of the Chinese National Committee of ICID. He
has been associated with several UNDP, EC and ADB projects and is an expert
of joint team of flood control and river training projects in Brahmaputra river
in Bangladesh. Mr. Zhang has published several technical papers in the journals
in China and abroad. Presently Mr. Zhang is Vice President of IWHR, China since
January 1985. He is Vice President of ICID from 1997-2000.
Dr.
Dia El-Din Ahmed El Quosy, Egypt (1998-2001)
Born
in 1941, obtained his B.Sc. Civil Engineering Degree from Assiout University
(Egypt) in 1963 and Ph.D. (Civil Engineering) Degree from the University of
Aston in Birmingham (UK) in 1979. During his career he has worked with the General
Authority for Rehabilitation and Development of Agricultural Projects, Egypt
(1963-75); Mohamed Al-Sabek, Architects, Planners and Consulting Engineers,
Riyadh, Saudi Arabia (1983-85); Drainage Research Institute, Egypt (1980-91);
and Water Management and Irrigation Systems Research Institute, Egypt (1991-93).
He has a long experience as a Consultant, in which capacity he has worked for
various projects in Egypt, Nubaria, Yemen, Libya, Kenya, Oman, etc. He has also
acted as an Expert for WMO and FAO. Presently Dr. El Quosy is Director, Water
Management and Irrigation Systems Research Institute, Egypt since 1993 and Deputy
Chairman of National Water Research Center, Ministry of Public Works and Water
Resources, Egypt since 1996. He is Vice President of ICID from 1998-2001.
Mr. Franklin E. Dimick, USA (1998-2001)
Mr.
Dimick obtained his B.E.S. Degree in Civil Engineering from Brigham Young University,
Provo, Utah (USA). He has over 32 years of experience in water, land and power
management which includes areas of water service contracts; operation and maintenance
of water and power projects; water conservation practices, and designing and
installing on-farm drainage systems. He worked with USBR for 30 years and retired
as its Assistant Regional Director, Sacramento, CA. During his USBR service
he was responsible for various operations at Coulee Dam, Washington; Provo,
Utah; Carson City, Nevada; Washington D.C.; Sacramento, California; etc. Mr.
Dimick has professional affiliations with American Society of Civil Engineers,
US Committee on Irrigation and Drainage, Nevada Water Resources Association,
etc. He is Vice President of ICID from 1998-2001.
Eng. L.T. Wijesuriya, Sri Lanka (1998-2001)
Mr.
Wijesuriya born in 1940, obtained his B.Sc. (Engineering) from Sri Lanka and
Diploma in Development from Cambridge, UK. Eng. Wijesuriya has 32 years experience
as an Engineer in the State Service holding various posts and Managerial positions,
including teaching and training assignments. He was Engineer and Assistant Engineer
(1965-71) with the Irrigation Department; Assistant Secretary (Technical) in
the Ministry of Irrigation, Powers and Highways (1971-75); Chief Engineer (Mahaweli)
and Specialist Officer (1976-83); Deputy Director of Irrigation, Operations
and Maintenance, Major Irrigation Rehabilitation and Training (1981-85) all
in Sri Lanka. In 1995 he became Director and Head of the Institution, Irrigation
Department. Eng. Wijesuriya has membership of several professional and scientific
societies, including Institution of Engineers, Sri Lanka; Archaeological Society
of Sri Lanka; Organisation of Professional Associations, etc. and has been associated
with the Sri Lankan National Committees of ICID and ICOLD. Presently Eng. Wijesuirya
is Director General of Irrigation, Sri Lanka since 1996. He is Vice President
of ICID from 1998-2001.
Mr. Ricardo Seguara Graino, Spain (1999-2002)
Mr.
Ricardo Graduated in 1968 from the High Technical School of Civil Engineering,
Madrid after which he worked for 5 years for the private sector in the field
of public works construction, in 1973, he joined as Engineer at the Project
Department, Institute for Reform and Rural Development, Ministry of Agriculture,
where he worked until 1983. From 1983 to 1990 he held high ranking management
posts at IRYDA and was responsible for management of irrigation areas. He worked
as Chief Engineer of the irrigation service with the General Directorate of
Hydraulic Works in the Ministry of Public Works and Environment from 1990-1993
and was responsible for supervision of projects. He became Deputy Director General
of Hydrological Planning in 1993 where he was responsible for completing the
National huydrological Plan and for coordination of Basin Hydrological Plans.
He has been a member of several international missions for technical collaborations
in the countries of Ecuador, Brazil, Mexico, Argentina, etc. He is author of
several technical papers contributed to national and international conferences
on irrigation and related subjects. He is also Vice President of Spanish Association
on Irrigation and Drainage, and member of Water Mediterranean Institute. Spanish
Association on Soil Mechanics and IWRA. He Vice President of ICID from 1999-2002.
Dato' Ir. Keizrul Bin Abdullah, Malaysia (1999-2002)
Dato'
Ir. Hj. Keizrul bin Abdullah, born December 1951, possesses B.E. (Hons.) degree
in Civil Engineering from Malaya (1975) and M.Sc. (Water Resources Systems Engineering)
from University of Newcastle Upon Tyne, UK (1991). He is Chairman, MANCID and
was Chairman ICID's Asian Regional Working Group, Vice President, ICID (1999-2002).
He has actively participated in ICID meetings and has been a member of several
workbodies including PCTA (1990-1996).
Ir. Keizrul has presented papers on Irrigation, drainage, floods, rivers and water resources in conferences and seminars at national and international levels. He has been involved in the field of irrigation, drainage, river engineering, flood mitigation and water resources planning and development for the past 26 years. In the 1980's, he was the Chief Counterpart Officer of the National Water Resources Study. He is a registered Professional Engineer and a Fellow of the Institution of Engineers Malaysia, Member of the Board of Engineers, Malaysia and Chairman of the Malaysian National Committee on the International Hydrological Programme (IHP) of UNESCO.
Presently Mr. Keizrul is Director General of Irrigation and Drainage Department, Malaysia since November 1997.

Prof. Ferenc Ligetvari, Hungary (1999-2002)
Dr.
Ligetvari was born in 1941, obtained the degree of Bechelor of Arts (Landscape
Architecture - Soil Erosion) in 1966 from the College of Horticulture, Budapest.
In 1972 he was awarded the degree of Master of Arts (Management) from Technical
University of Budapest. He obtained Ph.D. degree in 1965 and D. Sc. Degree in
1996. He has been actively associated with the activities of the Hungarian National
Committee from 1983 and was its Secretary General in 1993. He received the specialization
and training in Soil Erosion, Road Construction, vineyard plantation etc. as
a member of Development Institute of West Hungary (1966-69). From 1969-1987
he became associated with the University of Horticulture and held various positions
from Assistant to Associate Professor and Head of Agrometeorological and Water
Management Department (1966-87). In 1987 he joined Pannon Univesity of Agriculture
as Head of Water Management and Amelioration Department where he was involved
with irrigation and soil conservation areas. Prof. Ligetvari is a member of
Society of Technical and Natural Sciences and European Soil Conservation Association.
He was elected Dean, Faculty of Environmental and Water Management, Agricultural
University of Debrecen in 1994. He is Vice President of ICID from 1999-2002.
Prof. Soon-kuk Kwun, Korea (2000-2003)
Prof.
Soon-kuk Kwun born April 1942, obtained his B.S. Degree in Agricultural Engineering
from Seoul National University in 1964, M.S. degree from Colorado State University
(USA) in 1974 and Ph.D. from Iowa University (USA) in 1980. Prof. Kwun started
his career as Research Scientist in the Department of Irrigation and Drainage
at the Institute of Agricultural Engineering and Utilization in the Office of
Rural Development and worked there for 1967-1980. Prof. Kwun is a member of
American Society of Agricultural Engineers, Director of Korean Society of Environment
Agriculture, Korean Academy of Science and Technology, Chairperson of Advisory
Committee on Inspection Body of large size of National Project, Chairperson
of Council of Green Village etc. He has been closely associated with ICID activities
as member of the Working Group on Environmental Impacts and in the organizing
committee for hosting ICID conferences, such as the one for 1st Asian Regional
Conference to be held in Seoul. He is the recipient of Korean Society of Agriculture
Engineers Award for Academic Achievements (1989) and Grand Prize of Rural Development
of Agricultural Development Corporation, Korea (1999). He has published a large
number of technical papers in national and international conferences and has
authored several books in the field of hydrology, environmental engineering,
agricultural water use etc.
Prof. Kwun is presently Professor in the Department of Agricultural Engineering, College of Agriculture, Life Sciences, Seoul National University from 1980.
Prof. Chandra Alastair Madramootoo, Canada (2000-2003)
Prof.
Chandra Alastair Madramootoo, born on December 1954, holds a Ph.D. degree in
Agricultural Engineering from McGill University, Canada. Prof. Madramootoo is
an internationally recognized expert in irrigation, drainage and flood control
and is recipient of many awards, including 1992 Canadian Agricultural Engineer
of the year award from CSAE, Young Engineer of the Year Award from American
Society of Agricultural/Biological Engineering. He also received an award in
1996 from ICID in recognition of his outstanding professional contribution to
the Commission's work. Dr. Madramooto has had an excellent academic record and
is a member of several professional societies. He has contributed over 200 papers
in the field of irrigation, drainage water quality, environmental impacts etc.
and has authored of several books, individually and jointly. His association
with ICID and its Working Group have been long.
Prof. Madramootoo is presently Professor of Agricultural and Bio-Systems Engineering in McGill University and Director of Brace Centre for Water Resources Management in McGill University, Montreal, Canada.
Prof. Hector Malano, Australia (2000-2003)
Prof. Hector Malano,
born October 1948, graduated in Agricultural Engineering from National University
of Cordoba, Argentina in 1973. He obtained his Master of Science Degree in 1982
and Ph.D. in 1986 from Utah State University (USA). He started his academic
career as Assistant Professor of Irrigation and Drainage at National University
of Cordoba and later as Research Assistant at International Irrigation Centre
in Utah State University in 1982. Prof. Malano is a member of Australian Society
for Engineering in Agriculture, ASAE and ASCE. His specialization includes on-farm
water management, OMM of irrigation systems, integrated river basin management
and modeling of irrigation systems. He has been an Advisor to several international
technical missions in various countries and has contributed over 50 publications.
Presently, Dr. Malano is Associate Professor in the Department of Civil and Environmental and Director of International Technology Centre, University of Melbourne, Australia.
Dr. Shigetaka Taniyama, Japan (2001-2004)
Dr.
Taniyama, born in January 1935, holds a Ph.D. degree from University of Tokyo,
Japan. Dr. Taniyama has worked as Executive Director in Water Resources Development
Public Corporation, Deputy Director General, Director General, and Director
in Agricultural Structural Improvement Bureau - Ministry of Agriculture, Forestry
and Fishery in Japan. Dr. Taniyama is a member of several professional societies,
as also of oversees technical cooperation agencies. He has contributed several
papers and books in the field of water quality, design and construction of rock
filled dams and rural development etc. Dr. Taniyama has participated in several
ICID Conferences and is member of ASRWG and PFC.
Dr. Taniyama is presently Advisor of the Japanese Association of Rural Sewerage Cooperation and also President of the Japanese Association of ICID.
Ing. Manual Contijoch Escontria, Mexico (2001-2004)
Ing.
Manual Contijoch Escontria, born in July 1949, Graduated in Civil Engineering
from National University of Mexico and obtained Masters Degree in Planning at
the University College in London, UK. Ing. Contijoch has occupied several positions
in the Mexican Federal Administration. He has worked as General Coordinator
of the Integrated Rural Development Programme for the Humid Tropics, Coordinator
of Technology on Irrigation and Drainage in the Mexican Institute of Water Technology,
South-East Regional Manager for National Water Commission, Coordinator of Advisors
of the General Director of the National Water Commission, General Sub-Director
of Hydro-Agricultural Infrastructure and General Director of Trust Fund for
Share Risk since 1995. Ing. Contijoch is a member of several professional societies.
He has published documents and papers on hydro-agricultural and rural development
topics. He has participated in several ICID Conferences and has organised several
meetings to foster national and international technological exchange. He is
also a member of EB-JOUR.
Ing. Contijoch is presently General Director of FIRCO (Trust Fund for Share Risk) acting as a Technical Agent of the Agricultural, Livestock and Rural Development Ministry, Mexico. He is also President of the Mexican National Committee of ICID (MXCID).
Dr. Saeed Nairizi, Iran (2001-2004)
Dr.
Nairizi, born in 1946, obtained his B.Sc. degree in Agricultural Engineering
from Ahwaz University, Iran in 1968, Post Graduate Diploma in Soil and Water
Engineering, from Cranfield Institute of Technology, England in 1974 and Ph.D.
in Civil Engineering from Southampton University in 1977. Dr. Nairizi started
his career as Agricultural Extension Officer in 1969 and since then he has worked
in several academic and managerial positions in Iran. Dr. Nairizi is a member
of American Society of Civil Engineers, European Water Resources Association
and many other professional societies. He has been closely associated with ICID
activities as member of ST-ARAL, WT-PQW, WG-ON-FARM, EB-JOUR. He is also Chairman
of WG-IADWS. He is actively involved with various activities of Iranian National
Committee (IRNCID). He has published several technical papers in English and
Farsi and has authored books in Farsi in the field of irrigation and drainage.
Dr. Nairizi is presently Managing Director with TOSS-AB Consulting Engineers in Iran.
Prof. Cai Lingen, China (2002-2005)
Born
November 1940, obtained his Masters Degree in Hydrogeology and Ground
Water Hydraulics from Nanjing University, Nanjing, China, studied as a visiting
scientist in University of Arizona, USA and CSIRO, Australia, and has more than
35 years of research and project implementation experience in the field of groundwater
development, irrigation and drainage. He has worked as Research Engineer, Senior
Engineer, Chief Engineer and Professor of Department of Irrigation and Drainage
in China Institute of Water Resources and Hydropower Research (IWHR). At IWHR,
Prof. Cai has been responsible for organizing and executing national and international
research projects.
Prof. Cai has been actively involved in ICID activities since 1986, worked as Executive Secretary of Chinese National Committee of ICID (CNCID) for more than 10 years and is now Vice Chairman of CNCID. In July 2002 he was elected as Vice President of ICID for a term of three years, authored/co-authored more than 60 papers and several books in the field of water and soil management for agriculture.
Engr. I.K. Musa, Nigeria (2002-2005)
Engr.
I.K. Musa, born September 1952, holds a Master of Engineering degree from University
of Shefield, UK (1977). He has been the Chairman of Nigerian National Committee,
ICID since 1994, Vice Chairman, PFC (1994-1996), Vice Chairman, AFRWG (1994-1996),
and Chairman of AFRWG since 1996. He has published 26 papers in journals/conferences.
Mr. Musa has worked as Assistant General Manager, General Manager, and Managing Director and Chief Executive Officer - Niger Basin Development Authority. Member of Governing Council of Yaba College of Technology (1986-1990); Member of Board of Directors of Chad Basin Development Authority (1993-1995); Member of the Joint Committee on the Review of Commercialisation of River Basin Development Authorities (1995-1996); Member of the Joint Committee on the Optimisation of Resources of River Basin and Rural Development Authorities (1997); Member of West African Sub-Regional Expert Consultation on Water and Food and Rural Development, 1999; and Member of Board of Directors Upper Niger River Basin and Rural Development Authority, Minna (2000 to date). He is a Fellow of Nigerian Society of Engineers (FNSE) since 1999.
Presently Engr. Musa is Federal Director of Irrigation and Drainage, Nigeria.
Prof. André Musy, Switzerland (2002-2005)
Prof.
André Musy, born September 1945, has obtained Master's Degree and Ph.D.
in Hydrology and Agricultural Engineering. He has Published 70 papers and 110
Communications, 4 books, has been a co-author of several books, and has organized
international conferences. He was Senior Chief Scientist (EPFL) 1976-978; Chief
Technical Advisor of a WMO/UNDP in Guinea (1978-1981); Director of Applied Research
in Agrometeorology and Operational Hydrology, Nigeria (1981-1983); Professor
at the EPFL since 1983; Expert in the Swiss Agency for Development and Cooperation;
Expert to the WMO/UNDP in the field of his professional activities such as Soil
Physics, agrology, and Hydro-pedology, rural landscape management; soil science,
soil and water management, agricultural engineering, Hydrology and Hydraulics
applied in rural and sub-urban areas.
Prof. Musy is a Member of IASS; CIGR, ICID, EURAGENG; ORSTOM (France); CEMAGREF (France); AIH (USA); ASAE; IAH (India); Member of the Consulting Editorial Board of Journal of Irrigation and Drainage System, Journal of Water Science and International Electronic Journal of Agriucltural. He is Chairman, Swiss National Committee of ICID since 1988.
At present Prof. Musy is Director, Institute of Environmental Science and Technology, Switzerland and Professor in Agricultural Engineering, Swiss Federal Institute of Technology, Lausanne, Switzerland.
SECRETARIES GENERAL HONORAIRE
1. MR. N.D. GULHATI (1950-1957)
Late
President Honoraire N.D. Gulhati was born in Lahore (now in Pakistan) on 15
November 1904. He took his technical education at the Thomson College of Civil
Engineering, Roorkee (now Indian Institute of Technology, Roorkee) and passed
out with honours in 1926. He was appointed to the Indian Service of Engineers
in October 1927 and posted to the Irrigation Branch of the Public Works Department,
Punjab. From August 1945 to March 1949, he was Secretary of the Central Board
of Irrigation and Power.
In 1950 he was responsible, as the Chief of the Natural Resources Division in the Planning Commission, Government of India, for initiating proposals relating to the development of irrigation and power, soil conservation and mineral development in the First Five-Year Plan. He was made Chief Engineer and Joint Secretary in 1953 and Additional Secretary to Government of India in 1958. From 1952 until the lndus Waters Treaty was concluded in 1960 (and ratified in 1961), Mr. Gulhati was lndia's Chief Representative on the Indus Waters negotiations conducted under the aegis of IBRD. He represented India in many international engineering conferences.
He was awarded the high distinction of "PADMA BHUSHAN" by the President of India in 1961 "for distinguished services of a high order".
After retirement President Honoraire Gulhati worked as Water Resources Consultant to many State Governments in India and as Consultant to IBRD (1963), as Consultant to the International Development Association (1963-1973), and as Consultant to United Nations (Economic Commission for Asia and Far East, now ESCAP) in 1969.
He has been rightly called the "Father" of the International Commission on Irrigation and Drainage, as it was he who conceived this organization. The proposal of setting up of the Commission was mooted to the Government of India by him in 1946. The Commission was set up in the year 1950 and Mr. Gulhati was elected as its first Secretary General. He served ICID as founder Secretary General from 1950 to 1957, as Vice President from 1957 to 1960, and as President from 1960 to 1963.
Besides engineering and scientific papers contributed to the national institutes (e.g. Punjab Engineering Congress; Institution of Engineers, India) and the American Society of Civil Engineers, Mr. Gulhati had some 20 books and publications to his name.
Mr. Gulhati was always amongst the foremost supporters of ICID and did everything possible to promote the objects of ICID. He was the founder Editor of the ICID Bulletin. He was responsible for getting the land for the office building of the Central Office of the Commission in the prestigious Diplomatic Enclave. His mature leadership, dynamic personality and diplomatic and adroit handling of all matters won him universal respect and endearment with all the members of the International Executive Council.
2. MR. YADAV MOHAN (1957-1963)
Mr.
Yadava Mohan born in 1906, had an excellent academic career. In 1928 he was
recruited to the Indian Service of Engineers and joined the UP Irrigation Department.
He served in UP (his home state) in various capacities till 1953., when he joined
the Planning Commission , Government of India, in the Chief, Natural Resources
Division. Mr. Yadava Mohan was elected in 1957 to the Office of the Secretary
General, ICID a post he continued to hold up to 1963. He was appointed Member
of the Central Water and Power Commission, Government of India in 1958, and
the Chairman and Administrator, Rajasthan Canal Project at Jaipur in 1962. He
was elected to the Office of Vice President of the ICID from 1963-1966, where
he continued until 1966. All those who came in contact with Mr. Yadava Mohan
during his tenures in offices remember his amiable personality and the efforts
he made to raise the image of the Commission. He retired from active service
in 1970 after a distinguished professional career of about 42 years.
3. DR. K.K. FRAMJI (1963-1988)
Dr.
Framji (1908-1994) was Secretary General of ICID from 1963 to 1988.. A graduate
of civil engineering from King's College, London University, he entered into
the service of the Government of India, where he held senior positions such
as Director of the Indian Waterways and Navigation Experiment Station (now Central
Water and Power Research Station, Pune), Chief Engineer and Joint Secretary,
Ministry of Water and Power, Government of India. He was the recipient of many
awards and honors including Member of the British Empire, Chevalier du Mérite
Agricole and the Olympia Prize, and is listed in various editions of the International
Who's Who. At the 39th meeting of the ICID international Executive Council held
in 1988, Dr. Framji was designated President Hon. ICID as a special case for
his distinguished and dedicated services to the Commission over a quarter century.
4. DR. R.S. VARSHNEY (1988-1992)
Dr.
R.S. Varshney, born May 1930, obtained his B.E. (Civil) with Honours (1952),
M.E. (1962) and Ph.D. (1972), joined the U.P. Irrigation Department (India)
in 1953 and rose to the top post of Engineer-in-Chief and Head of that Department
in 1987; worked with Government of Mauritius as Advisor/Projects Coordinator;
has rich and varied experience of over 35 years of planning, design, construction
and management of river valley projects; and has been selected for Jawahar Lal
Nehru Research Award 1988 in recognition of his contributions to irrigation
research in India.
5. DR. M.A. CHITALE (1993-1997)

Dr. Madhav A. Chitale joined as ICID Secretary-General with effect from 1 January 1993. Dr. Chitale, born in 1934, graduated with distinction in Civil Engineering in 1955 and joined the Maharashtra State Engineering Service (Class I) in 1956, where he held engineering posts at various levels associated with planning, investigation and construction of river valley projects and then worked as Secretary to the Government of Maharashtra (1981-1983), before moving over to the Government of India in 1984, as Commissioner, River Basins. He was appointed as Chairman, Central Water Commission (apex body of India's water sector) and Ex-Officio Secretary to the Government of India in 1985 and thereafter as Secretary, Ministry of Water Resources, Government of India from 1989. He retired from Government service in August 1992.
Dr. Chitale was Chairman of Indian National Committee on Large Dams (1986-1987), Indian National Committee of ICID (1986-1987), and Indian National Committee on Hydrology (1985-1988), President, Indian Water Resources Society (1989-1990), and a Vice President, International Water Resources Association (1989-1991). He is member of the United Nations Environmental Program's Water Advisory Committee (since 1989) and Vice President of the Indian National Academy of Engineering (1992-1993). He was honoured with the degree of Doctor of Science (Honoris Causa) by the Jawahar Lal Nehru Technological University, Hyderabad in 1989. Member of the United Nations Environment Program's Water Advisory Committee (1989-92). Member of the Scientific and Programme Committee of the International Lake Environment Foundation (ILEC) since May 1995. Member of the Interim Foundation Committee for World Water Council since April 1995 and then Member of the Interim Board of Governors of WWC since March 1996 and of the Executive Committee of WWC since June 1996. Chairman, Maharashtra State (2nd) Irrigation Commission since January 1996. Dr. Chitale was awarded Stockholm Water Prize in 1993 for his contribution to the conservation of the worlds water resources and public education programmes.
6. DR. C.D. THATTE (1998-2003)
Dr.
Chandrakant Damodar Thatte joined the Commission on 01 September 1997 for a
smooth transition in taking over the heavy responsibility of Secretary General,
Born in September 1935, Dr. C.D. Thatte graduated in Civil Engineering from Pune University in 1956. He has done Post Graduate Courses in the subject of Soil Mechanics. Foundation Engineering, Ground Water Hydrology & others, and Ph.D. in Hydraulic Modelling. From the beginning of his career with the Government, he has held several posts such as Executive Engineer, Superintending Engineer, Director and Chief Engineer in the State of Gujarat and then joined the Central Water Commission, the apex water organisation of the Government of India as Member (Design and Research). After three years, he became the Chairman of the Commission and later took over as Secretary to the Government of India in the Ministry of Water Resources, from where he retired in September 1993 from the government service.
Dr. Thatte was thereafter conferred the position of Scientist Emeritus of the Council of Scientific and Industrial Research to work for the National Environmental Engineering Research Institute, Nagpur and other water resources related National Institutions. He served on various Government of India Expert Committees viz. landslides, land and water systems analysis, Himalayan glaciers etc. He is working as Task Leader for Evaluation of Irrigation through Indira Gandhi Nehar Project Stage 1 studies which cover environmental concerns besides problem of O&M, settlement, waterlogging and economic analysis. He also worked as an expert for UNDP and UNEP on certain issues relating to international river water sharing and Global Freshwater Programme. He has been closely associated with several NGOs in the country.
Dr. Thatte has published more than 125 technical papers in India and abroad. He is a recipient of several awards such as CBIP's Anand Award, Cash Your Ideas Award, Nehru Centenary Award, Certificates of Merit for the Technical Papers etc. He has also been honoured by several Indian Professional Societies.
