Dr. Mohamed Ait Kadi, Morocco (1992-1995)
Dr.
Mohamed Ait Kadi born in 1953, obtained his Master of Science degree from Paris,
Doctorates Sciences Agronomiques' degree from Rabat, and Doctor of Philosophy
degree from Utah State University, USA. He has served on several advisory and
planning Committees of the Ministry of Agriculture and Agrarian Reform, Morocco,
as visiting professor in Italy, and has been in charge of the International
Irrigation Centre of the Department de l'Equipment et de l'Hydraulique, Morocco.
He has been actively associated with ICID activities through his membership
of TAC and several Working Groups. He was Professor at the Instittute Agronomique
et Veterinaire Hassan II, Rabat. He was Vice President of ICID from 1992-1995.

Mr. Marcel Bitoun, USA (1992-1995)
Mr.
Marcel Bitoun obtained his degree of Hydraulic Engineer in Grenoble, France,
in 1950. After working in Algeria and Israel on water supply and irrigation
projects, he worked in Pennsylvania where he was in charge of planning and design
of flood control. Mr. Bitoun joined Harza Engineering Company in Chicago in
1960 for a career of 26 years, with position of progressive importance. He was
Vice President of Harza for 15 years from 1971-1986. Since 1986, Mr. Bitoun
is a Director of Water Resources and Irrigation for Louis Berger International,
Inc. in Washington, DC. He has been active with ICID for many years. He was
President of US National Committee, ICID from 1984 to 1987. He was Vice President
of ICID from 1992-1995.

Dr. Safwat Abdel-Dayem, Egypt (1992-1995)
Dr.
Safwat Abdel-Dayem, born 1943, received his B.Sc. degree in Civil Engineering
in 1965 and Ph. D. degree in land drainage in 1984 from Cairo University. A
land drainage specialist with experience in water management waterlogging and
salinity control, Dr. Abdel-Dayem is Director, Drainage Research Institute,
Cairo. He is consultant to FAO and has worked in many Middle East and African
countries. He was lecturer of Irrigation and Drainage at a number of Egyptian
Universities and international institutes and closely associated with ICID activities
through his membership of ICID Working Groups,. He is author of over 40 technical
papers and has contributed to some books on land drainage. He was Vice President
of ICID from 1992-1995. Presently, he is working with the World Bank as Principal
Drainage Specialist.

Prof. C. Fasso, Italy (1993-1996)
Prof.
C. Fasso, Born 1920, graduated in Hydraulic Engineering from Policnico of Milano,
Italy in 1944. He was a Professor at the Agricultural School, Catholic University
in Pacenza and at the Universities of Caglari and Mogadiscio. Somalia. He was
Professor of Fluid Mechanics and Director of Department of Hydraulic, Environmental
and Surveying Engineering in the Politecnico of Milano. He is a consulting engineer
in the field of water resources, urban and industrial water supply and drainage,
design and construction of dams, and irrigation systems. He was President, Committee
for Engineering and Architecture of the National Research Council of Italy (1971-1980).
He was Vice Chairman of Committee on Practices and Member, Working Group on
Construction, Rehabilitation and Modernization of Irrigation Projects. He was
Vice President of ICID from 1993-1996.

Dr. R. Nakamura, Japan (1993-1996)
Dr.
Nakamura was born in 1937, obtained his B.Sc. degree in Agricultural Engineering
(Irrigation) in 1964, M.Sc. in Agricultural Engineering (Hydrology) in 1966
and Doctorate of Science in Agricultural Engineering (Hydrology) in 1969 from
the University of Tokyo. He was Research Fellow Lecturer (1970-1979) , Assistant
Professor (1979-1982) and Associate Professor (1982-1992) at the Agricultural
Engineering Department of the University of Tokyo. He was Professor and Head
of Department of Agricultural Engineering at the University of Tokyo. He has
been associated with ICID since 1978 and was Vice President from 1993-1996.

Mr. Yu, Kuen-Hak, Korea (1993-1996)
Mr.
Yu, Kuen-Hak, born 1935, graduated in Agricultural Engineering from the Seoul
National University (1960) and obtained a Diploma from Australia (1965). He
has worked in the Rural Development Bureau (RDB) of the Ministry of Agriculture,
Forestry and Fisheries (MAFF) and was Director, Special Area Development Division
(1978-1980, 1983-1988, 1990), and Vice Director General (1990-1992) in the Bureau.
He is the Vice President of Korean National Committee, ICID; President Korean
Society of Agricultural Engineers; and Member, Korean Professional Engineers
Association. Director General of RDB, MAFF, Korea. He was Vice President of
ICID from 1993-1996.

Mr. Henry Tardieu, France (1994-1997)
Henri
Tardieu, General Manager of CACG, a privately managed company commissioned by
the State (France) for Water Management and Rural Development. He obtained his
engineering qualifications from Ecole Polytechnic in Paris in Civl, Rural, Water
and Forest Engineering and joined the SATEC, Paris (Sociéte dAíde
Technique et de Cooperation) in 1970 and worked in Africa (Senegal and Algeria)
for four years and then joined CACG,Tarbes (Compagnie dAmenagement des
Coteaux de Gascogne) in 1974 as Head of the Hydraulics Department. He has been
involved in engineering works of various irrigation and water management projects
in France and/or abroad. He also works as Administrator of the Adour-Garonne
Basin Agency participating in deliberations of the Schema Directeur dAménagement
et de Gestion des Eaux.
He is a valued and active
participant in ICID activities and is Vice President Hon. of ICID, in-charge
of one of the strategic themes Basin (earlier Policy), and worked
as President of the French National Committee of ICID (AFEID). He was the lead
person for formulating the ICID Position Paper on Irrigation and Drainage
Services -Some Principles and Issues Towards Sustainability jointly with
ICID and the Task Force 3.
He has several publications
to his credit in the field of Water Management, Hydraulics, Economics and Institutional
Aspects.He has also been involved in the organization of international seminars
and workshops.

Dr. Brane Ivan Maticic, Slovenia (1994-1997)
Dr.
Maticic was born in 1929, obtained his engineering graduate degree (1956), Master's
degree in Agricultural Engineering (1964) and doctoral degree in Drainage Engineering
(1974). He had studied in USA and The Netherlands for specialization. He has
held several highest posts. He has been associated with ICID activities for
a long time. He was Chairman of Slovenia National Committee on Irrigation and
Drainage (SLCID). Presently he is a Professor in Irrigation and Drainage Engineering,
Agrohydrology and Soil and Water Management, University of Ljubilana. He was
Vice President of ICID from1994-1997.

Mr. Ramesh Chandra, India (1994-1997)
Mr.
Ramesh Chandra was born in 1939, possesses over 33 years of professional experience
in the field of irrigation, drainage, flood management and water resources development,
Mr. Chandra is B.E. (Hons.) In Civil Engineering (Roorkee, India) and M.Sc.
(London, UK). Mr. Chandra was a Colombo Plan Fellow (1969-1970) in UK; Expert,
Ministry of Water and Power, Government of Afghanistan (1974-1979); Director,
Central Water Commission, India (1979-1982); and Director (1982-1986) and Commissioner
(1986-1993), Ministry of Water Resources, Government of India. Presenty Mr.
Ramesh Chandra was Member (River Management) in the Central Water Commission,
Government of India. He was Vice President of ICID from 1994-1997.

Mr. Khalid Mohtadullah, Pakistan (1995-1998)
Mr.
Khalid Mohtadullah , born 1938, obtained his B.Sc. degree in Civil Engineering
from Pakistan and M.S. degree from MIT, USA. He also completed the advanced
Management Program at the Harvard Business School, Mass, USA. He has experience
of over 35 years in various civil engineering fields and has worked on irrigation
systems design and management, planning and preparation of irrigation and drainage
projects, regional planning for water resources, and economic and technical
monitoring and evaluation of water projects. He is a registered professional
engineer of Pakistan Engineering Council and Fellow of the Economic Development
Institute of the World Bank. He has earlier worked as Director of Sarhad Development
Authority, Peshawar, Principal, Water and Power Development Authority (WAPDA)'s
Senior Managers Staff College; General Manager (Planning) , WAPDA; and Director
(Research) and Deputy Director General in IIMI, Mr. Mohtadullah was also Member
and Managing Director (Water) of WAPDA, Pakistan. He was Vice President of ICID
from 1995-1998. Presently he is working with Global Water Partnership as Executive
Secretary.

Dr. D.D. Zimbelman, USA (1995-1998)
Dr.
Zimbelman has over 30 years experience in hydraulic engineering, water resources
planning and water resources systems operation and maintenance. He is active
in community and professional activities. Currently serving as President of
a local water advisory board and Faculty Affiliate at Colorado State University.
He was also the President of the Board of Directors of US National Committee.
Dr. Zimbelman is currently Associate General Manager , Chief Engineer and Treasurer
of Northern Colorado Water Conservancy District, Loveland, USA. The District
is responsible for operations and maintenance of the Colorado - Big Thompson
and Windy Projects. He was Vice President of ICID from 1995-1998.

Dr. Fatma Abdel-Rahman Attia, Egypt (1995-1998)
Dr.
Fatma Abdel-Rahman Attia, born 1945, and obtained her B.Sc. M.Sc. and Ph.D.
degrees from Cairo University, Egypt with specialisation in groundwater hydrology.
She worked as Research Assistant (1966-72), Irrigation/Drainage Design Engineer
(1974-1978); and Senior Research Engineer and Head of Department at Research
Institute for Ground Water (RIGW) (1985-1990). She has been involved in several
projects in collaboration with bilateral agencies and has acted as Advisor and
Consultant to international organizations. Presently Dr. Attia is Director of
RIGW and Director of Dutch-Egyptian Project on environmental management of groundwater
resources. She was Vice President of ICID from 1995-1998.

Mr. C. Storsbergen, The Netherlands (1996-1999)
Born
1931, did his B.Sc. in civil engineering from Rotterdam, The Netherlands and
M.Sc. in Civil Engineering from Delft University of Technology in 1968. He has
a wide experience in the field of civil engineering, irrigation and drainage,
flood protection, etc. and has served in several countries like Iraq, Indonesia,
Tanzania, Surinam, Jordan, Tunisia, Colombia, Guatemala, Belgium, Burundi, etc.
in various positions. He started his career with military service in The Netherlands
and then worked as design engineer in the Ministry of Transport and Public Works,
The Hague, (1952-53); Faculty Member in Civil Engineering, Delft University
of Technology (1963-68) and thereafter joined DHV Consultants BV, The Netherlands.
He has been a member of the Working Group on Construction, Rehabilitation, Modernization
of Irrigation Projects of ICID since 1984 and Chairman since 1993. Presently
Mr. Storsbergen is working as senior hydraulic engineer with DHV Consultants
BV, The Netherlands. He was Vice President of ICID FROM 1996-1999.

Dr.-Ing. Wolfram Dirksen, Germany (1996-1999)
Born
February 1940, obtained his Diploma in civil engineering from University of
Karlsruhe and Doctorate in water resources management from University of Stuttgart.
Dr. Dirksen has been associated with planning and design of waste water treatment
plans, water supply systems (1967-70), and has worked as Senior Engineer and
Assistant Professor at Institut für Wasserbau, University of Stuttgart
(1970-77), and Managing Director and Member, Executive Board, German Center
for International Training in Water and Waste Water Management (DZWA) from 1989-91.
He has been associated with ICID since 1980 in various capacities such as Secretary
of German National Committee of ICID; Member, Committee on Research and Development
(1984-90); Member and Chairman of Working Group on Publication (1989-95); and
Chairman of European Regional Working Group since 1995. Dr. Dirksen is presently
Managing Director of German Association for Water Resources and Land Improvement
(DVWK) since 1980. He was Vice President of ICID from 1996-1999.

Dr. Javad Farhoudi, Iran (1996-1999)
Born
August 1943, obtained his B.Sc. degree in irrigation engineering from Tehran
University (1973) and Ph.D. in hydraulic structures from Southampton, UK (1979).
Dr. Farhoudi has been engaged in research work in the field of civil engineering,
especially hydraulics, and has taught in the subjects of hydraulics, irrigation
and drainage engineering, sediment transport etc. both at under-graduate and
post-graduate levels. Dr. Farhoudi has contributed several papers for national
and international journals, has organized many technical conferences and seminars
and has participated in international conferences. Dr. Farhoudi served in various
capacities such as, Deputy Minister for Water Affairs, Ministry of Energy (1983-88);
Chancellor, University of Urmia, Iran (1990-82 and 1991-92); Chancellor, University
of Union University of Technology, Iran (1992-93); Presently Dr. Farhoudi is
Professor in the Irrigation Department, Urmia University, Iran. He was Vice
President of ICID from 1996-1999.
Dr. Farhoudi was Chairman
of the Working Group on Irrigated Agriculture under Drought and Water Scarcity
(WG-IADWS) until 2000. |

Mr. Peter S. Lee, Great Britain (1997-2000)
Mr.
Peter S. Lee, born 1945, obtained his B.Sc. degree in Civil Engineering and
M.Sc. degree in Engineering Hydrology from the University of London. His areas
of specialisation include water resources engineering, irrigation, land drainage
and flood protection planning and management. Mr. Lee has held several positions
in the Mott MacDonald Group, UK, including Chairman, Ewbank International Consultants
(Dubai), Chairman, Mott MacDonald Thailand Pte Ltd, Chairman, Mottconsult Lda
(Portugal), Chairman, Ewbank Preece O'hEocha (Ireland) and Director. He has
travelled extensively in Europe, Middle East and Asia and was involved in several
key projects in Pakistan from 1982-88. Mr. Lee is a member of Institution of
Civil Engineers and Institution of Water and Environmental Management. He has
been associated with ICID for a long time and was Chairman of British Section
of ICID from 1992-95. He was ICID representative on the UK Institution of Civil
Engineers' Water Board (1989-95). Mr. Lee has also been a member of the ICID
Working Group on Operations, Maintenance and Management from 1992 and its Chairman
from 1994; Member, Work Team on Public Relations and Publications; and Member,
Work Team on Objectives and Strategies of ICID. Presently, Mr. Lee is resident
in India as Managing Director of Mott MacDonald operations. He was Vice President
of ICID from 1997-2000.

Mr. David Schalk van der Merwe, South Africa (1997-2000)

Born
1940, obtained his B.Sc. (Agriculture Engineering) and M.Sc. (Ag. Eng.) degrees
from University of Pretoria, South Africa and started his career as an Agricultural
Engineer. From 1963-67, he taught at the University of Pretoria and in 1969
registered as a Professional Engineer. He joined the Water Research Commission
(WRC) as Chief Project Development Officer in 1976 and was promoted as Senior
Adviser to WRC in 1979. Mr. van der Merwe has been involved in various research
activities in irrigation, climatology, hydrology, groundwater, salinisation
etc. He is a member of several professional societies in South Africa and aborad,
including the American Society of Agricultural Engineers and South African Irrigation
Institution.
Mr. van der Merwe has attended
several ICID International Congresses and was instrumental in South Africa becoming
a member of ICID. He is also the Chairman of the South African National Committee
of ICID and a member of ICID Permanent Committee for Technical Activities, Vice
Chairman of Africa Focus Group and Chairman of Working Group on Impacts of Drought
on Irrigated Agriculture. He is also ICID Strategy Theme Leader on the subject:
Systems. Currently Mr. van der Merwe is Deputy Executive Director of WRC since
1981. He is Vice President of ICID from 1997-2000.. |

Mr. Qishun Zhang, China (1997-2000)
Born
1937 has a long experience of over 37 years in the field of research, design
and construction related to irrigation, flood control and sedimentation. He
has extensive experience of irrigation and drainage in the lower reach of Yellow
river and has worked as an expert/team leader for many projects at home and
abroad. He started his work with the China Institute of Water Resources and
Hydropower Research (IWHR) as Engineer from 1958. He then worked with and became
Vice Director of Institute of Planning and Design Research, Ministry of Water
Resources and Electric Power of China in December 1969. From 1979-84, he worked
as Vice Director of the Departmen t of Sedimentation Engineering at IWHR. Mr.
Zhang is a member of IWRA, China Society for Sustainable Development and Vice
President and Secretary General of the Chinese National Committee of ICID. He
has been associated with several UNDP, EC and ADB projects and is an expert
of joint team of flood control and river training projects in Brahmaputra river
in Bangladesh. Mr. Zhang has published several technical papers in the journals
in China and abroad. Presently Mr. Zhang is Vice President of IWHR, China since
January 1985. He is Vice President of ICID from 1997-2000.

Dr. Dia El-Din Ahmed El Quosy, Egypt (1998-2001)
Born
in 1941, obtained his B.Sc. Civil Engineering Degree from Assiout University
(Egypt) in 1963 and Ph.D. (Civil Engineering) Degree from the University of
Aston in Birmingham (UK) in 1979. During his career he has worked with the General
Authority for Rehabilitation and Development of Agricultural Projects, Egypt
(1963-75); Mohamed Al-Sabek, Architects, Planners and Consulting Engineers,
Riyadh, Saudi Arabia (1983-85); Drainage Research Institute, Egypt (1980-91);
and Water Management and Irrigation Systems Research Institute, Egypt (1991-93).
He has a long experience as a Consultant, in which capacity he has worked for
various projects in Egypt, Nubaria, Yemen, Libya, Kenya, Oman, etc. He has also
acted as an Expert for WMO and FAO. Presently Dr. El Quosy is Director, Water
Management and Irrigation Systems Research Institute, Egypt since 1993 and Deputy
Chairman of National Water Research Center, Ministry of Public Works and Water
Resources, Egypt since 1996. He is Vice President of ICID from 1998-2001.

Mr. Franklin E. Dimick, USA (1998-2001)
Mr.
Dimick obtained his B.E.S. Degree in Civil Engineering from Brigham Young University,
Provo, Utah (USA). He has over 32 years of experience in water, land and power
management which includes areas of water service contracts; operation and maintenance
of water and power projects; water conservation practices, and designing and
installing on-farm drainage systems. He worked with USBR for 30 years and retired
as its Assistant Regional Director, Sacramento, CA. During his USBR service
he was responsible for various operations at Coulee Dam, Washington; Provo,
Utah; Carson City, Nevada; Washington D.C.; Sacramento, California; etc. Mr.
Dimick has professional affiliations with American Society of Civil Engineers,
US Committee on Irrigation and Drainage, Nevada Water Resources Association,
etc. He is Vice President of ICID from 1998-2001.

Eng. L.T. Wijesuriya, Sri Lanka (1998-2001)
Mr.
Wijesuriya born in 1940, obtained his B.Sc. (Engineering) from Sri Lanka and
Diploma in Development from Cambridge, UK. Eng. Wijesuriya has 32 years experience
as an Engineer in the State Service holding various posts and Managerial positions,
including teaching and training assignments. He was Engineer and Assistant Engineer
(1965-71) with the Irrigation Department; Assistant Secretary (Technical) in
the Ministry of Irrigation, Powers and Highways (1971-75); Chief Engineer (Mahaweli)
and Specialist Officer (1976-83); Deputy Director of Irrigation, Operations
and Maintenance, Major Irrigation Rehabilitation and Training (1981-85) all
in Sri Lanka. In 1995 he became Director and Head of the Institution, Irrigation
Department. Eng. Wijesuriya has membership of several professional and scientific
societies, including Institution of Engineers, Sri Lanka; Archaeological Society
of Sri Lanka; Organisation of Professional Associations, etc. and has been associated
with the Sri Lankan National Committees of ICID and ICOLD. Presently Eng. Wijesuirya
is Director General of Irrigation, Sri Lanka since 1996. He is Vice President
of ICID from 1998-2001.

Mr. Ricardo Seguara Graino, Spain (1999-2002)
Mr.
Ricardo Graduated in 1968 from the High Technical School of Civil Engineering,
Madrid after which he worked for 5 years for the private sector in the field
of public works construction, in 1973, he joined as Engineer at the Project
Department, Institute for Reform and Rural Development, Ministry of Agriculture,
where he worked until 1983. From 1983 to 1990 he held high ranking management
posts at IRYDA and was responsible for management of irrigation areas. He worked
as Chief Engineer of the irrigation service with the General Directorate of
Hydraulic Works in the Ministry of Public Works and Environment from 1990-1993
and was responsible for supervision of projects. He became Deputy Director General
of Hydrological Planning in 1993 where he was responsible for completing the
National huydrological Plan and for coordination of Basin Hydrological Plans.
He has been a member of several international missions for technical collaborations
in the countries of Ecuador, Brazil, Mexico, Argentina, etc. He is author of
several technical papers contributed to national and international conferences
on irrigation and related subjects. He is also Vice President of Spanish Association
on Irrigation and Drainage, and member of Water Mediterranean Institute. Spanish
Association on Soil Mechanics and IWRA. He Vice President of ICID from 1999-2002.

Dato' Ir. Keizrul Bin Abdullah, Malaysia (1999-2002)
Dato'
Ir. Hj. Keizrul bin Abdullah, born December 1951, possesses B.E. (Hons.) degree
in Civil Engineering from Malaya (1975) and M.Sc. (Water Resources Systems Engineering)
from University of Newcastle Upon Tyne, UK (1991). He is Chairman, MANCID and
was Chairman ICID's Asian Regional Working Group, Vice President, ICID (1999-2002).
He has actively participated in ICID meetings and has been a member of several
workbodies including PCTA (1990-1996).
Ir. Keizrul has presented
papers on Irrigation, drainage, floods, rivers and water resources in conferences
and seminars at national and international levels. He has been involved in the
field of irrigation, drainage, river engineering, flood mitigation and water
resources planning and development for the past 26 years. In the 1980's, he
was the Chief Counterpart Officer of the National Water Resources Study. He
is a registered Professional Engineer and a Fellow of the Institution of Engineers
Malaysia, Member of the Board of Engineers, Malaysia and Chairman of the Malaysian
National Committee on the International Hydrological Programme (IHP) of UNESCO. Presently Mr. Keizrul is
Director General of Irrigation and Drainage Department, Malaysia since November
1997. |

Prof. Ferenc Ligetvari, Hungary (1999-2002)
Dr.
Ligetvari was born in 1941, obtained the degree of Bechelor of Arts (Landscape
Architecture - Soil Erosion) in 1966 from the College of Horticulture, Budapest.
In 1972 he was awarded the degree of Master of Arts (Management) from Technical
University of Budapest. He obtained Ph.D. degree in 1965 and D. Sc. Degree in
1996. He has been actively associated with the activities of the Hungarian National
Committee from 1983 and was its Secretary General in 1993. He received the specialization
and training in Soil Erosion, Road Construction, vineyard plantation etc. as
a member of Development Institute of West Hungary (1966-69). From 1969-1987
he became associated with the University of Horticulture and held various positions
from Assistant to Associate Professor and Head of Agrometeorological and Water
Management Department (1966-87). In 1987 he joined Pannon Univesity of Agriculture
as Head of Water Management and Amelioration Department where he was involved
with irrigation and soil conservation areas. Prof. Ligetvari is a member of
Society of Technical and Natural Sciences and European Soil Conservation Association.
He was elected Dean, Faculty of Environmental and Water Management, Agricultural
University of Debrecen in 1994. He is Vice President of ICID from 1999-2002.

Prof. Soon-kuk Kwun, Korea (2000-2003)
Prof.
Soon-kuk Kwun born April 1942, obtained his B.S. Degree in Agricultural Engineering
from Seoul National University in 1964, M.S. degree from Colorado State University
(USA) in 1974 and Ph.D. from Iowa University (USA) in 1980. Prof. Kwun started
his career as Research Scientist in the Department of Irrigation and Drainage
at the Institute of Agricultural Engineering and Utilization in the Office of
Rural Development and worked there for 1967-1980. Prof. Kwun is a member of
American Society of Agricultural Engineers, Director of Korean Society of Environment
Agriculture, Korean Academy of Science and Technology, Chairperson of Advisory
Committee on Inspection Body of large size of National Project, Chairperson
of Council of Green Village etc. He has been closely associated with ICID activities
as member of the Working Group on Environmental Impacts and in the organizing
committee for hosting ICID conferences, such as the one for 1st Asian Regional
Conference to be held in Seoul. He is the recipient of Korean Society of Agriculture
Engineers Award for Academic Achievements (1989) and Grand Prize of Rural Development
of Agricultural Development Corporation, Korea (1999). He has published a large
number of technical papers in national and international conferences and has
authored several books in the field of hydrology, environmental engineering,
agricultural water use etc.
Prof. Kwun is presently
Professor in the Department of Agricultural Engineering, College of Agriculture,
Life Sciences, Seoul National University from 1980.

Prof. Chandra Alastair Madramootoo, Canada (2000-2003)
Prof.
Chandra Alastair Madramootoo, born on December 1954, holds a Ph.D. degree in
Agricultural Engineering from McGill University, Canada. Prof. Madramootoo is
an internationally recognized expert in irrigation, drainage and flood control
and is recipient of many awards, including 1992 Canadian Agricultural Engineer
of the year award from CSAE, Young Engineer of the Year Award from American
Society of Agricultural/Biological Engineering. He also received an award in
1996 from ICID in recognition of his outstanding professional contribution to
the Commission's work. Dr. Madramooto has had an excellent academic record and
is a member of several professional societies. He has contributed over 200 papers
in the field of irrigation, drainage water quality, environmental impacts etc.
and has authored of several books, individually and jointly. His association
with ICID and its Working Group have been long.
Prof. Madramootoo is presently
Professor of Agricultural and Bio-Systems Engineering in McGill University and
Director of Brace Centre for Water Resources Management in McGill University,
Montreal, Canada. |

Prof. Hector Malano, Australia (2000-2003)
Prof. Hector Malano,
born October 1948, graduated in Agricultural Engineering from National University
of Cordoba, Argentina in 1973. He obtained his Master of Science Degree in 1982
and Ph.D. in 1986 from Utah State University (USA). He started his academic
career as Assistant Professor of Irrigation and Drainage at National University
of Cordoba and later as Research Assistant at International Irrigation Centre
in Utah State University in 1982. Prof. Malano is a member of Australian Society
for Engineering in Agriculture, ASAE and ASCE. His specialization includes on-farm
water management, OMM of irrigation systems, integrated river basin management
and modeling of irrigation systems. He has been an Advisor to several international
technical missions in various countries and has contributed over 50 publications.
Presently, Dr. Malano is
Associate Professor in the Department of Civil and Environmental and Director
of International Technology Centre, University of Melbourne, Australia. |

Dr. Shigetaka Taniyama, Japan (2001-2004)
Dr.
Taniyama, born in January 1935, holds a Ph.D. degree from University of Tokyo,
Japan. Dr. Taniyama has worked as Executive Director in Water Resources Development
Public Corporation, Deputy Director General, Director General, and Director
in Agricultural Structural Improvement Bureau - Ministry of Agriculture, Forestry
and Fishery in Japan. Dr. Taniyama is a member of several professional societies,
as also of oversees technical cooperation agencies. He has contributed several
papers and books in the field of water quality, design and construction of rock
filled dams and rural development etc. Dr. Taniyama has participated in several
ICID Conferences and is member of ASRWG and PFC.
Dr. Taniyama is presently
Advisor of the Japanese Association of Rural Sewerage Cooperation and also President
of the Japanese Association of ICID. |

Ing. Manual Contijoch Escontria, Mexico (2001-2004)
Ing.
Manual Contijoch Escontria, born in July 1949, Graduated in Civil Engineering
from National University of Mexico and obtained Masters Degree in Planning at
the University College in London, UK. Ing. Contijoch has occupied several positions
in the Mexican Federal Administration. He has worked as General Coordinator
of the Integrated Rural Development Programme for the Humid Tropics, Coordinator
of Technology on Irrigation and Drainage in the Mexican Institute of Water Technology,
South-East Regional Manager for National Water Commission, Coordinator of Advisors
of the General Director of the National Water Commission, General Sub-Director
of Hydro-Agricultural Infrastructure and General Director of Trust Fund for
Share Risk since 1995. Ing. Contijoch is a member of several professional societies.
He has published documents and papers on hydro-agricultural and rural development
topics. He has participated in several ICID Conferences and has organised several
meetings to foster national and international technological exchange. He is
also a member of EB-JOUR.
Ing. Contijoch is presently
General Director of FIRCO (Trust Fund for Share Risk) acting as a Technical
Agent of the Agricultural, Livestock and Rural Development Ministry, Mexico.
He is also President of the Mexican National Committee of ICID (MXCID). |

Dr. Saeed Nairizi, Iran (2001-2004)
Dr.
Nairizi, born in 1946, obtained his B.Sc. degree in Agricultural Engineering
from Ahwaz University, Iran in 1968, Post Graduate Diploma in Soil and Water
Engineering, from Cranfield Institute of Technology, England in 1974 and Ph.D.
in Civil Engineering from Southampton University in 1977. Dr. Nairizi started
his career as Agricultural Extension Officer in 1969 and since then he has worked
in several academic and managerial positions in Iran. Dr. Nairizi is a member
of American Society of Civil Engineers, European Water Resources Association
and many other professional societies. He has been closely associated with ICID
activities as member of ST-ARAL, WT-PQW, WG-ON-FARM, EB-JOUR. He is also Chairman
of WG-IADWS. He is actively involved with various activities of Iranian National
Committee (IRNCID). He has published several technical papers in English and
Farsi and has authored books in Farsi in the field of irrigation and drainage. Dr. Nairizi is presently
Managing Director with TOSS-AB Consulting Engineers in Iran.

Prof. Cai Lingen, China (2002-2005)
Born
November 1940, obtained his Masters Degree in Hydrogeology and Ground
Water Hydraulics from Nanjing University, Nanjing, China, studied as a visiting
scientist in University of Arizona, USA and CSIRO, Australia, and has more than
35 years of research and project implementation experience in the field of groundwater
development, irrigation and drainage. He has worked as Research Engineer, Senior
Engineer, Chief Engineer and Professor of Department of Irrigation and Drainage
in China Institute of Water Resources and Hydropower Research (IWHR). At IWHR,
Prof. Cai has been responsible for organizing and executing national and international
research projects.
Prof. Cai has been actively
involved in ICID activities since 1986, worked as Executive Secretary of Chinese
National Committee of ICID (CNCID) for more than 10 years and is now Vice Chairman
of CNCID. In July 2002 he was elected as Vice President of ICID for a term of
three years, authored/co-authored more than 60 papers and several books in the
field of water and soil management for agriculture. |

Engr.
I.K. Musa, born September 1952, holds a Master of Engineering degree from University
of Shefield, UK (1977). He has been the Chairman of Nigerian National Committee,
ICID since 1994, Vice Chairman, PFC (1994-1996), Vice Chairman, AFRWG (1994-1996),
and Chairman of AFRWG since 1996. He has published 26 papers in journals/conferences.
Mr. Musa has worked as Assistant
General Manager, General Manager, and Managing Director and Chief Executive
Officer - Niger Basin Development Authority. Member of Governing Council of
Yaba College of Technology (1986-1990); Member of Board of Directors of Chad
Basin Development Authority (1993-1995); Member of the Joint Committee on the
Review of Commercialisation of River Basin Development Authorities (1995-1996);
Member of the Joint Committee on the Optimisation of Resources of River Basin
and Rural Development Authorities (1997); Member of West African Sub-Regional

Prof.
André Musy, born September 1945, has obtained Master's Degree and Ph.D.
in Hydrology and Agricultural Engineering. He has Published 70 papers and 110
Communications, 4 books, has been a co-author of several books, and has organized
international conferences. He was Senior Chief Scientist (EPFL) 1976-978; Chief
Technical Advisor of a WMO/UNDP in Guinea (1978-1981); Director of Applied Research
in Agrometeorology and Operational Hydrology, Nigeria (1981-1983); Professor
at the EPFL since 1983; Expert in the Swiss Agency for Development and Cooperation;
Expert to the WMO/UNDP in the field of his professional activities such as Soil
Physics, agrology, and Hydro-pedology, rural landscape management; soil science,
soil and water management, agricultural engineering, Hydrology and Hydraulics
applied in rural and sub-urban areas.
Prof. Musy is a Member of
IASS; CIGR, ICID, EURAGENG; ORSTOM (France); CEMAGREF (France); AIH (USA); ASAE;

Dr.
Alain Vidal, holds Agronomy Engineer (1984), Agricultural and Environmental
Engineer (1985); Ph. D. in Water Science and Remote Sensing (1989) and Research
advisor Degree in Sciences (1990). At present, he is Head of European and International
Affairs Office, Cemagref, Montpellier and Antony, France. He was associated
with AFEID since 1992, and was Vice Chairman AFEID in 1998. He is the Chairman
of WG-ILWRM, Vice-Chairman PCTA and earlier associated with ICID work bodies
WG-YPF, WG-WATS. He was General reporter of Special Session of Montreal Congress.
He has contributed several Technical Papers for ICID Conferences.

Mr. R. Jeyaseelan, India (2003-2006)
Mr.
R. Jeyaseelan, born 1946, is Chairman, Central Water Commission. He obtained
the degree of Bachelor of Engineering (Civil Engineering) from the University
of Madras in the year 1967. He completed Master of Technology in Structural
Engineering from the Indian Institute of Technology, Madras in the year 1969
and obtained postgraduate Diploma in Hydropower from Norwegian Technical Institute,
Trodheim in the year 1979.
Mr. Jeyaseelan joined the
Central Water Commission in December 1969 as Assistant Director and has held
various positions in the department and handled several prestigious project
responsibilities. Apart from his responsibilities at various levels in CWC,
he has held the post of Director, Central Water and Power Research Station (CWPRS),
Pune, on additional charge, for over a year and the additional charge of Executive
Member, Narmada Control Authority (NCA), Indore for eighteen months. He has
also worked with the Water and Power Consultancy Services (India) Limited (WAPCOS)
for about seven years on consultancy assignments in India and abroad. Mr. Jeyaseelan has wide
experience in the field of Water Resources Development, Planning, Design, Monitoring
and related research. His fields of specializations are; Planning and Design
of Hydro-power Schemes, Hydrological Observations, Flood forecasting and Monitoring
of Projects.
Mr. Jeyaseelan has travelled
widely including United Kingdom, United States of America, Columbia, Indonesia,
Laos, Thailand, Afghanistan, Myanmar, Mozambique, Oman, Japan, Norway, China
and France under various programmes.
Mr. Jeyaseelan has participated
in a number of National and International seminars and Symposia and has contributed
over a dozen of technical papers. He is also member of several professional

College of Agriculture, Seoul National University (1978-1979); Engineer in Farmland

Development Planning and Policy Making, Ministry of Agriculture and Forestry
(1987-1995); Director, Farmland Rearrangement Division, Agricultural Policy

Regional Agroindustrial Complex-Chairman of the Association "Vologdaagrostroi"

Dr. Mark Svendsen, USA (2005-2008)
Dr.
Svendsen received his M.S. from Colorado State University in Water Resource
Systems Engineering in 1976 and Ph. D. in Soil and Water Engineering and Tropical
Agriculture from Cornell University in 1983. Presently he is the President of
the United States Committee on Irrigation and Drainage (USCID) and a member
of the ICID Working Group on Integrated Land and Water Resources Management
(WG-ILWRM). Dr.Svendsen has been involved in many international development
works throughout his career.
Dr.Svendsen has worked in USAID/Washington, managing
irrigation assistance projects in the Asian region, in irrigation and water
policy research with the International Food Policy Research Institute (IFPRI)
and in the International Water Management Institute (IWMI). For the past 11
years he has worked as an independent consultant to governments and international
lenders in the field of water resource planning and management. Dr.Svendsen
has work experience in more than 25 countries from Afghanistan to Zimbabwe.
He has authored/co-authored more than 100 journal articles, book chapters, and
professional papers and organized and facilitated more than 20 professional
workshops and conferences. He is an Associated Editor of the journal Irrigation
and Drainage Systems and a member of the International Water Resources Association
(IWRA).

Er. F.B. Reinders, Republic of South Africa (2005-2008)
Er. Reinders (b. December 1955) obtained B.Sc. (Civil Engineering) in 1979 and has
a total of 25 years professional experience in the field of irrigation and drainage.
Presently, he is Chief Engineer in the Agricultural Research Council of Institute
for Agricultural Engineering (ARC-IAE) and coordinates engineering programmes
viz. irrigation engineering, resource conservation, crop production mechanization,
development, testing and designing. He has represented South Africa on many
international committees on irrigation matters. Er. Reinders has served as the
Chairperson of the South African National Committee on Irrigation and Drainage
(1999-2002) and is Chairperson (since 2004) of the ICID Working Group on On-Farm
Irrigation Systems (WG-ON-FARM). He is a member of ICID's Permanent Committee
on Technical Activities (PCTA) since 1999. Er. Reinders has designed and developed
irrigation equipments/technologies and is author of many scientific and semi-scientific
papers and articles in the field of irrigation.Er. Reinders is a recipient
of many prestigious professional awards.

Dr. Gao Zhanyi, P.R. of China (2005-2008)
Dr.
Gao Zhanyi (b. April 1962) obtained his B.Sc (Water Resources Engineering) in
1984 and M.Sc (Iirrigation and Drainage Engineering) in 1989. He has received
advanced training in the Division of land and Water CSIRO, Australia (1995-1996).
Presently, Dr. Zhanyi is Director in National Center for Efficient Irrigation
Technology Research and Department of Irrigation and Drainage, China Institute
of Water Resources and Hydropower Research. He is Vice Chairman as well as Secretary
General of Chinese National Committee on Irrigation and Drainage (CNCID).
Dr.
Zhanyi has served as Chairman (2002-2003) of ICID's Working Group on Young Irrigation
Professionals Forum (WG-YPF), and as Convenor (2002-2005) of the Committee on
Congresses/ Conferences (C-CONGR). He is a member of ICID Work Team on Use of
Poor Quality Water for Irrigation (WT-PQW), since 1999. He is the winner of
ICID's WatSave Young Professionals Award (1999).
Dr. Zhanyi has authored many
technical papers related to irrigation and drainage and has edited/translated
and published technical documents in Chinese.

Dr.-Ing. Eiko Lübbe, Germany (2006-2009)

Dr. Lübbe (Born in 1946), graduated in Civil Engineering (Dipl. Ing.) from Technical University of Hannover. He further obtained Dr. Ing. in Hydrology.
At present, he is working as Chairman of the German National Committee of ICID (GECID) and Head of Division of Water Management Issues in Rural Areas, Coastal Protection, Transport, Post and Telecommunication at Federal Ministry of Food, Agriculture and Consumer Protection in Germany. He has attended numerous ICID IECs and Congresses. He is a member of WG-ENV since 1997, and Chairman of ERWG since 2002. He organized ICID 21st European Regional Conference (2005) in Germany and Poland.
Previously, he was Assessor for Civil Service, Federal State Govt., Northshire. He worked on water resources and waste management issues for Regional Govt., Cologne. Since 1980 he was working in the Federal Ministry of Food, Agriculture and Consumer Protection, where he is now heading the division of Water Management Issues in Rural Areas, Coastal
Protection, Transport, Post and Telecommunication. In this capacity, he is also the chairman or member of several Working Groups at national and international level, mainly dealing with inland and coastal flood protection, drinking and wastewater management, surface and ground water quality management and agricultural water management. He has worked for the World Bank in Greece and Poland and in Russia for the EU. |

Dr.
Shiati (born in 1951) obtained B.Sc. in Irrigation Engineering (1969-1973, Iran);
M.Sc. in Water Resources Engineering (1977, The Netherlands); and Ph.D in Water
Resources Environment (1991, The Netherlands).
At
present, he is working as Project Manager / Coordinator of Sustainable Development
of Aras Border River Project, YEKOM Consulting Engineering, Iran. Dr. Shiati
is a member of ICID Workbodies ASRWG and WG-PQW.
His
work experience includes - (1) Director of Water Resources Department (1991-till
date); (2) Project Manager/Coordinator of Central Consultant for Irrigation

Ir. Mohd. Azhari bin Ghazalli, Malaysia (2006-2009)
Ir.
Mohd. Azhari bin Ghazalli has a B.Sc. in Civil Engineering (1978) from Brighton
in UK and M.Sc. in Irrigation Management (1994) from Melbourne, Australia.
At
present, he is working as Director in Irrigation and Agricultural Drainage Division,
Ministry of Agriculture and Agro-based Industries in Malaysia and is responsible
for Irrigation and Agricultural Drainage Development of the country. He is also
involved in the field of irrigation, drainage, river engineering, flood mitigation
and water resources at various positions and capacities within the Department
of Irrigation and Drainage (DID).
Ir.
Ghazalli is involved in ICID activities since 1996 and has attended every ICID
conference since then. At present, he is working in three ICID workbodies viz.
ASRWG, WG-SDTA and C-CONGR. His contributions to ICID include organizing workshops,
seminars, talks, discussions, papers and projects on irrigation and drainage
at local, regional and international level. He is currently Chairman of MANCID. |

Prof.
Peter Kovalenko (b. 1939) obtained his M.Sc. in Hydraulic Engineering
(Irrigation and Drainage, 1962); and Ph.D. in Engineering Science (Irrigation
and Drainage, 1970). At present, he is working as Director of the Institute
for Hydraulic Engineering and Land Reclamation, Ukraine. Prof. Kovalenko
is Vice-Chairman of WG-ON-FARM, member of ERWG and Chairman of the European
Work Team on Sustainable Irrigation Management, besides being President
of the Ukraine National Committee of ICID (UKCID). He has participated
in numerous ICID IECs and Congresses. His work experience includes (i)
Head of Department of Water Distribution Management Engineer, Ukraine
State Institute of Designing of Water Economy (1962-1974); (ii) Director
of the Institute for Hydraulic Engineering and Land Reclamation (1974
till date); (iii) Chief of the Branch for Agriculture, Ukraine Academy

A. Hafied A. Gany (b.1944) obtained his M.Sc. from University of Southampton,
UK (1979); and an interdisciplinary Ph.D. majoring Engineering, Economics,
Sociology, and Demography at the University of Manitoba, Canada, with
commendation. (Previously, In 1982, he obtained a Ph.D. at the Columbia
Pacific University, California - USA, majoring Irrigation Development.);
Alumnus with commendation, of The Indonesian Supreme Civil Servant's College
(SPATI-II), National Institute of Civil Administration (LAN) 1996-97.
At present, he is working as Supreme HRD Instructor (Widyaiswara Utama)
Ministry of Public Works, majoring Water Resources and Irrigation Development
and Management since 2003. Dr. Gany is a member of ICID WG-HIST since
2005 besides being Secretary General of Indonesian National Committee
of ICID (INACID, 1993-1999) and President of INACID since 1999. He has
participated in numerous ICID IECs and Congresses and published more than
100 professional papers, eight books. Previously Dr. Gany was Director
of Water Resources Management and Conservation, Ministry of Public Works
(1995-1999); Deputy Director General of Water Resources Development (1999-2000);
Assistant Deputy of Water Resources Protection and Conservation, State
Ministry of Public Works (2000-2001); Director of Research Institute for
Water Resources (2001-2002); Executive Secretary of the Directorate General
of Research and Development, Ministry of Public Works (2002-2003). Government
of Indonesia awarded him 'Presidential Award' in 1996 for his 30 years
of outstanding services to the government and in 1999 for National Development
Contribution.

Engr. Dr. Illahi B. Shaikh, Pakistan (2007-2010)
Engr.
Dr. Illahi B. Shaikh obtained has a Ph.D. (Water Resources Management);
a Masters in Business Administration (MBA); a B.Sc. in Civil Engineering.
At present, he is working as Chief Engineering & Adviser/Chairman
Federal Flood Commission, Government of Pakistan. Dr. Shakih is a Convener
of C-CONGR and member of WG-ENV, WG-HIST and WG-CAFM, besides Chairman
of Pakistan National Committee on Irrigation and Drainage (PANCID). He
has participated in numerous ICID IECs and Congresses. Dr. Shaikh has
over 33 years of experience in the field of Project Management, Coordination,
Planning and Supervision of Medium size and Mega Projects in Public and
Private Sector. His work experience includes : Civil Engineer at Community
Maintenance Development Corporation; Civil Engineer at Community Maintenance
Department ARAMCO Dhahran, Saudi Arabia, Project Director at Sea Water
Pump House (Mini Barrage), Karachi; Chief Engineer / Federal Coordinator
for 10 years on the Flood Projects of Pakistan; Secretary Federal Flood
Commission, Ministry of Water and power; Federal Coordinator National
Drainage Programme and Pakistan Commissioner for Indus Water; Engineering
Advisor (Civil) Ministry of Water and Power, Islamabad; and Federal Coordinator
for a Mega Project of Irrigation and Drainage Programme (NDP).

Dr. (Mrs.) Samia El-Guindy, Egypt (2008-2011)
Dr. Samia El-Guindy obtained her Ph.D in Land Reclamation from Martin Luther University, Germany (1976). Currently, Dr. El-Guindy is an Emeritus Professor in the National Water Research Center, Ministry of Water Resources and Irrigation, Egypt and Director of the Egyptian Dutch Advisory Panel Project on Water Management / APP. She participated in various events of ICID and also served as member of workbodies. She received the prestigious Egyptian National Award in Agriculture Science (Soil and Water Science) in the year1986 and Certificate of Honour from H.E. President Hosny Mobarak in 1990. Dr. El-Guindy has published over 200 reports, which includes journal articles and scientific researches in the different fields of water management. She holds membership in the Egyptian and Global Water Partnership as well as many other national professional organizations and scientific associations.

Mr. Shinsuke Ota, Japan (2008-2011)
Mr. Shinsuke Ota graduated in Agricultural Engineering from Kyoto University in the year 1972. He also served as the Secretary General of JNC-ICID from 1997-1998. Mr. Ota had worked for Ministry of Agriculture, Forestry and Fisheries (MAFF) for 32 years and was engaged in Design, Planning and Policy Making concerning agriculture and rural development in Japan. He also held very prestigious position in the Japanese Government. Mr. Ota actively participated in several events of ICID including IECs and Congresses. He established the International Network for Water and Ecosystem in Paddy Fields (INWEPF) besides being the member of workbodies of ICID.

Prof. Ing. Lucio Ubertini, Italy (2008-2011)
Prof. Ubertini graduated in Engineering from University of Rome in the year 1966. Presently, he is the Director, Research Institute for Geo-Hydrological Protection of the National Research Council (IRPI/CNR), Italy. He attended various ICID events and actively contributed to various workbodies. Dr. Ubertini was Vice President, ITAL-ICID from 1994-2000 and President, ITAL-ICID from 2000-2007. Over the past 35 years, he has progressively equipped advanced level of knowledge in hydrology, water and environmental resources management within a multidisciplinary context and developed a rich international network of experts both at international and individual levels. He holds the membership of various professional bodies. Prof. Ubertini authored and co-authored more than 150 national and international Scientific and Technical Publications and also edited a number of books.
